Agricultural Insurance, High-quality Agricultural Development And Long-term Poverty Reduction In Rural Area

Currently,the poverty alleviation has gained a decisive victory,and safeguarding the outcomes of poverty eradication,fostering high-quality agricultural growth,and creating shared prosperity are crucial concerns in China at this time.In the next phase of consolidating and developing the accomplishments of poverty eradication and rural revitalization,addressing the issue of imbalanced and inadequate rural development needs the coordination and collaboration of several policy frameworks.Traditionally,the active participation of agricultural insurance in rural building and development has been seen as one of the most significant mechanisms promoting rural poverty governance.High-quality agricultural development is essential for poverty alleviation and is a driving factor in the shift from "blood transfusion" to "blood production" in rural poverty reduction.Agricultural insurance has a tight relationship with the high-quality growth of agriculture,and as a significant element in the quality of farmers’ poverty alleviation,it influences the impact of long-term,sustainable poverty reduction.In the context of consolidating and expanding the achievements of poverty eradication and promoting comprehensive rural revitalization,the current situation of coordinated development of agricultural insurance in high-quality agricultural development,as well as its mechanism and path for long-term poverty reduction,are examined in depth.First,an evaluation index system for agricultural insurance and high-quality agricultural development is constructed to measure the level of agricultural insurance and high-quality agricultural development based on inter-provincial panel data from 2010 to 2020.Using the systematic coupling technique,the evolution trend,convergence status,and spatial differences of the coupling coordination degree of the two are analyzed.The resilience metric is then applied to the panel data of the China Household Tracking Survey(CFPS)from2010 to 2018 to quantify the economic resilience of agricultural families.On the basis of elucidating the mechanism of action and transmission channel,the empirical significance of the combined coordination of agricultural insurance and high-quality agricultural development on the economic resilience of farm families is examined.Once again,the mediating effect model and the panel threshold model are used to investigate the transmission channels of the linked coordination degree and the interaction mechanism between agricultural insurance and high-quality agricultural growth.In conclusion,an examination of heterogeneity is undertaken from the viewpoints of coupling coordination,economic resilience of farm families,agricultural production structure,and major monitoring groups,respectively.During the sample period,the level of agricultural insurance development,the level of high-quality agricultural growth,and the degree of coupling and coordination between the two systems in China developed gradually,according to the findings of this research.The system coupling degree is strong,but the system development degree is inadequate based on the composition of the coupling coordination degree.During the sample period,the degree of coupling coordination between the major grain-producing regions and the non-grain-producing regions tends to increase significantly,while the absolute difference between the provinces in the major grain-producing regions narrows and the absolute difference between the provinces in the non-grain-producing regions increases.Second,the convergence study findings indicate that the national areas demonstrate convergence before 2018 and divergence after 2018.By region,both the national and regional samples exhibit absolute and conditional convergence,with the major grain-producing areas converging more rapidly.Convergence is further accelerated and demonstrates positive spatial spillover effects when spatial considerations are included.The region with a low degree of coupling coordination catches up to the region with a high degree of coupling coordination,and the rise in coupling coordination degree in this region may successfully radiate the surrounding regions.Third,the results of the empirical analysis of the effect of the degree of coupling coordination on the economic resilience of farm households indicate that an increase in the degree of coupling coordination can significantly improve the economic resilience of farm households,and this effect persists even when the standard error is replaced and a number of robustness tests,such as endogeneity,are considered.The findings of the mechanism analysis indicate that an increase in coupling coordination may raise the income of farmers,decrease income volatility,and thus strengthen their economic resilience.In addition,there is a positive interaction mechanism between agricultural insurance and high-quality agricultural growth,and the improvement of both may encourage the improvement of the marginal impact.Fourth,the heterogeneity analysis demonstrates that there is an ideal position for the enhancement of coupling coordination,which is mostly due to the dual impact of "promotion" and "suppression" on the growth of agricultural insurance.As the economic resilience of farmers develops,the marginal impact of coupling coordination grows quickly and then declines gradually.In addition,the marginal impact of coupling coordination is stronger in places that do not produce food,in chronically poor families,in unstablely poor households,and in homes that have escaped poverty.On the basis of the findings and conclusions of the research,beginning with the synergy,temporal and spatial differentiation,nonlinear influence,and heterogeneity of agricultural insurance and agricultural high-quality development,it is proposed to coordinate the promotion of agricultural insurance and agricultural high-quality development and to formulate inter-regional measures based on local conditions.There needs to be a list of countermeasures and suggestions for differentiating development policies,increasing insurance premium subsidies for farmers,and improving the way key monitoring groups get help.This will give a theoretical and practical reference for building on and extending the progress made in reducing poverty and promoting rural revitalization.
