Research On Allocating Scientific And Technological Resources To Drive High-quality Industrial Development In Guangxi From The Perspective Of Collaborative Governance

As the downward pressure on the domestic and foreign economy increases,Guangxi’s economic growth rate declines,and new economic growth points are urgently needed.Under this situation,the opportunities and challenges of industrial strategic layout coexist.Industry is the main body of the real economy and the main focus of building a modern economic system.Promoting high-quality industrial development is the due meaning and inevitable way to achieve high-quality economic development in Guangxi.At present,Guangxi is in a critical period of industrial transformation and upgrading.Compared with the development concept of promoting new industrialization,promoting high-end,intelligent and green development of manufacturing industry,and building digital industrial clusters proposed in the report of the 20 th National Congress of the Communist Party of China,there are still some shortcomings.Therefore,in the next period of time,we should firmly implement the strategy of strengthening Guangxi by industry,promote multi-subject collaborative governance,promote the transformation of industry from “quantity” to “quality”,and realize intelligent and green development of industry.This paper carries out research according to the logic of proposing problems,analyzing problems and solving problems,as follows:(1)Analyze Guangxi’s science and technology resource allocation efficiency,combine Guangxi’s industrial development status and science and technology resource allocation efficiency to propose Guangxi’s industrial development problems such as poor factor resource endowment,poor market resource allocation and insufficient policy regulation.Then from the perspective of collaborative governance,from three aspects of science and technology resource allocation,enterprise market competition and policy regulation,combined with model parameters and reality to explore the reasons for industrial development problems;(2)Explain respectively how various mechanisms dominated by market and policy allocation forces coordinate with each other and how regional science and technology resource allocation mechanism coordination drives high-quality industrial development.Using system simulation to establish a system dynamics model of science and technology resource allocation driving high-quality industrial development in Guangxi close to historical change trend,deduce the dynamic process of science and technology resource allocation mechanism coordination driving highquality industrial development in Guangxi.By adjusting fiscal education expenditure ratio,fiscal science and technology expenditure ratio,human expenditure ratio,R&D platform expenditure ratio and epidemic severity to analyze Guangxi’s industrial development quality change situation,look forward to strategy by system dynamics simulation results;(3)Establish Guangxi’s next goal for high-quality industrial development according to Guangxi’s existing industrial development problems and system dynamics model simulation results,and put forward strategic suggestions for Guangxi’s high-quality industrial development: increase scientific research funding support strength,grasp scientific research funding regulation direction,strengthen scientific research funding regulation supervision,improve scientific research funding use efficiency,promote diversified participation of innovation subjects,jointly build scientific research innovation platform,help Guangxi’s comprehensive high-quality industrial development.
