In 2020,the Central Document No.1 pointed out that the construction of a modern agricultural industrial technology system should be strengthened,the coverage of agricultural products with unique advantages should be expanded,agricultural science and technology(S&T)resources should be allocated to the entire agricultural industrial chain.China’s agricultural development and food security are facing new challenges in the context of a dual economic and social transition.The quantitative growth relying on factor inputs is becoming increasingly unsustainable,and the momentum of agricultural growth is declining.The main aspect of the contradiction is the supply side,which is a structural problem.Due to the long-term existence of China’s planned economy system,the allocation system of agricultural S&T resources has gradually become rigid,the market laws for the development of agricultural S&T have been ignored,the supply and demand of agricultural S&T resources have been severely disconnected,the agricultural S&T production efficiency has been seriously affected,and agricultural S&T resources have serious mismatches The agricultural S&T output gap is obvious.Based on this,this study starts with the mismatch of agricultural S&T resources,analyzes the degree of mismatch of financial resources and human resources of agricultural S&T in China,calculates the loss of agricultural S&T resource output and the loss of allocation efficiency due to mismatch of agricultural S&T resources,and further analyzes Influencing factors of agricultural S&T resources mismatch,explore effective ways to allocate agricultural S&T resources,with a view to improving the efficiency of agricultural S&T resources allocation.This study includes the following four aspects:The first part,Systematically review the current research status of S&T resources,resource mismatches,technology resource mismatches,and allocation structure of agricultural S&T resources.Explain new economic growth theory,resource mismatch theory,and structural equilibrium theory.Descriptive analysis of Chinese agricultural S&T resources Input and output status.The second part,based on the theory of resource mismatch,this paper constructs a mismatch measurement model of agricultural S&T resources,analyzes the differences in the degree of mismatch of agricultural S&T resources in China,and deeply analyzes agricultural S&T resources configuration efficiency loss caused by mismatch of total agricultural S&T resources in China,loss of agricultural S&T resources configuration efficiency caused by mismatch of agricultural S&T resources between industries,loss of agricultural S&T resources configuration efficiency caused by mismatch of agricultural S&T resources among units,the loss of agricultural S&T resources configuration efficiency caused by the mismatch of agricultural S&T resources among inter-regional,the degree of distortion of input between industries,sub-units,inter-regional agricultural S&T human resources and agricultural S&T financial resources,as well as the degree of distortion and clustering characteristics of the provinces.The third part,based on the theory of resource mismatch,constructs a gap model of agricultural S&T output,and measures the gap of agricultural S&T output in different industries and regions,compares the agricultural S&T human resources,the agricultural S&T financial resources mismatched with the pulling effect brought by agricultural S&T output.The fourth part,by constructing the regression model of the influencing factors of agricultural S&T resources mismatch,using the independent variable to the lag one-stage dependent variable regression method,,regression analysis on the influencing factors of mismatching of agricultural S&T resources different regions,understanding the difference of the influence of various factors on the mismatch of agricultural S&T resources,and further analyzing the influencing factors of agricultural S&T human resources,agricultural S&T financial resources mismatch.
