Study On Analysis And Countermeasures Of Science And Technology Resources For The Heilongjiang Old Industrial Base

The old industrial base is the lifeblood of the enterprise base of the country. The old industrial base has been charged with the great historical mission of the development and modernization of national economic. However, with the development of the reform and opening up, phenomena of economic downturn and growth retardation appeared in the old industrial base in Heilongjiang Province. The existing investment of technology resources lags behind the inherent requirements of technology development. In a considerable extent, capacity of an enterprise technological development is largely dependent on the enterprise technology resources. Science and technology are primary productive forces. Science and technology resources are the primary resources. So, these issues are worth considering, they are how to reform and strengthen scientific and technological resources into promoting scientific and technological development, enhance enterprise competitiveness, promote the economic strength of the old industrial base.This paper analyzes the status and the main problems of technology resources of the old industrial base in Heilongjiang Province, according strengths and weaknesses of the technology resources of the old industrial base in Heilongjiang Province. This article analyzes the reasons of the formation of inadequate investment of scientific and technological resources into the old industrial base. The results show that the old industrial base science and technology resources on economic growth and social development plays an important role. But the following questions of scientific and technological resources of the old industrial base still exist: weak technology human resources, the attraction of talent is not enough, technology brain drain more serious; low level of technology financial resources, science and technology investment is inadequate, the lack of technology material resources, renewal of equipment slow, research and development capacity constraints, inadequate organizational resources of science and technology, low-technology management, technological innovation in the basic environment is poor, less R & D output and a lower conversion rate of of scientific and technological achievements.According the actual state of scientific and technological resources of the old industrial base in Heilongjiang Province, the author explore multiple perspectives suggestions from the human, financial, material, information, organization and other elements of the technological resources: the implementation of strategy of scientific and technological talent, set for the training, mobility, incentive policies, the establishment of professional team of high level scientific and technical personnel, from Heilongjiang reality, broaden scientific and technological input channels, increase science and technology funding, attention to the development of science and technology intermediary service institutions, improve the science and technology intermediary service system, to strengthen enterprises, universities and research institutions, to promote transformation of scientific and technological achievements, to improve the management system of science and technology, to create and foster the environment of research and innovation, the optimal allocation of science and technology resources of the old industrial base was discussed.
