It is indicated by both domestic and overseas relevant researches that the rational allocation of science and technology resources can directly affect the development speed and level of scientific and technological progress, and the extent of integration between technology and economy. The progress of science and technology will play an important role in economic development. In the thesis, the author elaborates the science and technology resource allocation system using three levels, which is micro-level, meso-level and macro-level. The key issue in the optimal allocation of science and technology resources is how to allocate the specific science and technology resources with period limitation to different parts of users in a certain proportion and play their greatest effectiveness. The independent departmental and regional economic operation exists because of the large cultural differences among regions and departments. Therefore, it is necessary to study the particular regulation and control of meso-level scientific and technological resources and the allocation of these resources. The essential of the reconstruction in China's northeast old industrial base is to realize new industrialization under the background of new technological revolution. And the basic dynamics motive of industrialization lies in technology revolution and science progress. If most of the traditional theory of industrialization focus on industry and internal industrial structure changes, emphasizing on traditional resource elements and capital expansion, the new theory of industrialization has its stress in the impact of science and technology progress, in the increase of technology amount contained in production and services, and in the wide application of information for leveraging agriculture, industry, and services. Therefore, it is very important both in theory and practice that, we should have a meso-level analysis and study on the optimal allocation of science and technology resources in China's northeast old industrial base, find out the existing problems and bring forward some suggestions so as to enhance the level of science and technology capacity, to tap the advantages and...
