Research On The Supply Of Rural Elderly Services In Inner Mongolia

Abstract/Summary:
The Seventh National Population Census has shown that China has entered a deep aging society,with the proportion of elderly people aged65 and above in rural areas reaching 17.72%.As a result,the demand for elderly care services has surged,and the supply-demand contradiction has become increasingly severe.To address this issue,the government has introduced a series of laws,regulations,and policies to improve the elderly care service system and ensure the supply of elderly care services in rural areas.According to the seventh census statistics,by the end of 2020,Inner Mongolia has entered an aging society,especially in Ulanqab City and Bayannur City,has entered a deep aging society,pension problem is more prominent,the situation is very serious.In order to implement the policies and laws and regulations of the party and the state,Inner Mongolia has incorporated support for the development of rural pension services into the major deployment of rural revitalization and the overall planning of the province ’s pension service system.However,with the deepening of the aging degree,the contradiction of old-age service is more prominent.It is necessary to carry out theoretical research and practical experience exploration on the supply of rural old-age service.On the basis of the above cognition and understanding,this paper uses the theory of service-oriented government,association Same governance theory,a combination of literature research,questionnaire surveys methods to analyze the current supply of rural elderly care services in Inner Mongolia.The study finds that while the elderly care service system in Inner Mongolia is improving,there are still some issues,such as insufficient supply of elderly care services and low capacity of elderly care service providers.Additionally,the focus on basic living security rather than medical and psychological support,and uneven development of elderly care service modes are also challenges that need to be addressed.The lack of implementation of the basic elderly care service system,inadequate coordination among different stakeholders,insufficient investment in elderly care service resources,and asymmetrical information transmission of elderly care service supply and demand are the reasons for the supply problems of rural elderly care services.Based on the above analysis,this paper proposes several strategies to address these challenges,including establishing and improving the basic elderly care service system,clarifying the responsibilities of each supply entity,enriching the supply of elderly care services,promoting the diversification of supply modes,and increasing investment in elderly care service resources.These strategies are based on the theories of service-oriented government,collaborative governance,and welfare pluralism.Implementing these strategies will promote the effective supply of rural elderly care services in Inner Mongolia.
