Research On Rural Land Circulation In Xingongzhong Town, Wuyuan County, Inner Mongolia

China is a big agricultural country,land is our survival and development of the home.Since the founding of the nation,in view of the reform and development of land,the country has issued a lot of policies.Our land circulation compared with foreign countries,the start is late,so there is still a problem to be solved combining the different situations and policies in different regions.Up to now,our land is still sticking to the rural land household contract management system for long-term unchanged,but with the increase of non-professional farmers,more and more cultivated land is left uncultivated and the land utilization rate is also decreasing.Therefore,increase the propaganda and popularization of land circulation,promote the rational rural land circulation is becoming increasingly key.Reasonable rural land transfer is of great significance to rural economic development.First of all,reasonable rural land transfer can not only improve the utilization rate of cultivated land,but also make the continuous intensive operation of cultivated land and improve the output efficiency of cultivated land,so as to promote the transition from traditional agriculture to modern agriculture.Secondly,it is conducive to relieving the pressure of urban development caused by the migration of rural surplus agricultural labor force to the city.After the departure of rural young people,the structure of surplus labor force changes,which is not conducive to the development of rural economy.Finally,reducing rural land idle capacity can ensure the security of Chinese grain and oil production.In recent years,the country has actively introduced policies to guide the transfer of rural land and encouraged the transfer of land that meets the conditions.At the same time,the social security system should be continuously developed and perfected.In the process of promoting land transfer,farmers in land transfer should be actively guided to raise the level of pension insurance payment,and farmers with qualified land transfer should be encouraged to participate in the basic pension insurance for enterprise employees.The follow-up guarantee of targeted poverty alleviation has been actively carried out,which has improved farmers’ living standards and solved the problem of medical treatment for poor farmers.At the same time,the construction of rural public facilities has been accelerated,and the basic living guarantee of targeted poor households has been solved.Seeing the benefits and advantages brought by targeted poverty alleviation,more and more farmers are willing to give up the traditional mode of cultivated land.They give up management,and their ideas change towards land circulation and collective management mode.During this period,there will inevitably be some problems and contradictions,so the study of the new situation in rural land transfer,find new problems,put forward new suggestions is still an important subject that needs to be paid attention to for a long time.Based on the theory of land rent,the theory of land property rights,and the theory of farmer’s behavior,this paper conducted a questionnaire survey on the relevant issues of rural land transfer in Xingongzhong Town through the methods of data collection and questionnaire survey,deeply understood the current situation of rural land transfer in Xingongzhong Town,summarized and summarized the current development situation of rural land transfer in Xingongzhong Town,and analyzed the survey data.Then the rural land circulation in Xingongzhong Town is studied.The research finds that there are five problems in the current rural land transfer of Xingongzhong Town: employment difficulties of rural surplus labor force,inadequate understanding of farmers themselves,imperfect trading market in the transfer,uneven strength of transferring enterprises,eager enterprises to attract investment and imperfect risk guarantee system.The corresponding countermeasures and suggestions are proposed in this paper.First,the organization of labor skills training,broaden rural household employment channels;Second,change some farmers’ traditional ideas;Third,deepen the construction of system and mechanism,standardize the transfer of rural land to help farmers increase income;Fourth,speed up the cultivation of rural market management subjects,enhance the ability to undertake the transfer of land;Fifth,we need to increase policy support to improve our ability to resist risks.
