With the implementation of "Electronic Bidding Approach" and "Electronic Bidding System Technical Specifications" since May1,2013, there are more and more discussions and researches with the traditional paper-based bidding and electronic bidding. Using electronic bidding, running all aspects of online bidding, can achieve disclosure of information, supervision and the results, etc., not only can reduce the cost of purchasing, you can also save vendors supply costs. Electronic bidding is the trend from the view of international and domestic experience and development situation. This paper draws on the results of large-scale enterprises’ construction at home and abroad, deeply studies the policy requirements of national laws and regulations, summarizes ten years’experience in the development of formal bidding work, to study electronic bidding integrated platform of China Guodian Corporation fitting the business needs.Based on the analysis of e-bidding application, taking the real application of China Guodian Corporation, the paper elaborates business needs analysis and application design of electronic bidding integrated platform, as well as the business processes, function modules, and the whole process management subsystems. In the project management, the paper analyses scope management, schedule management, resource management, communication management, quality management, configuration management, risk management to increase the success rate of the system design.The core application of e-bidding integrated platform of China Guodian Corporation is the whole process management subsystem of bidding business, including the tender plans, pre-qualification, issuing management, bid management, bid opening, evaluation and calibration management, archive management, statistical analysis and other modules. The system process is flexible, versatile, strong expansion, which can cover all types of Guodian’s business and operational needs of each user. This paper analyzes the instance of thermal power equipment procurement application in Guodian electronic bidding platform, then demonstrates bidding program, preparation of tender documents, purchase tender documents, tender documents preparation, submission of tender documents, bid opening management, the formation of the jury, bid management, clarification and calibration management.The building of electronic bidding integrated platform of China Guodian Corporation contributes to achieve all transactions completed online bidding process, which is in favor of bidding supervision, discipline inspection and supervision.
