Study On The Problem Of Colluding Bidding In Grassroots Public Resources Bidding

Public resources trading is a country's national economy,which has been a hot spot of social concern.As one of the important ways of trading,the bidding and tendering has been introduced into the market mechanism,which plays an increasingly important role in the modern engineering management in China.In recent years,the establishment of public resources trading platform,in regulating the local public bidding,effective prevention of corruption and other issues have made a positive contribution.However,due to the operation of the bidding process is not standardized,incomplete information disclosure,supervision is not in place and other factors,resulting in the local public bidding process corruption frequently.The public bidding and tendering of public resources has a wide range of issues and deep influence.It is an important event of the vital interests of the people.How to prevent and control the occurrence of corruption in the public bidding process,which has become a hot issue which needs to be solved by the local government in the social transformation period.This paper is aimed at a higher frequency of the colluding irregularities are discussed,the causes of colluding behavior in bidding process of public resources are analyzed,and puts forward relevant countermeasures and suggestions.The article will use the method of literature research,empirical analysis,field survey and other methods to study the subject.The study found that the collusion reason is mainly driven by economic interests,social system defects,imperfect system,weak supervision,personnel quality is not high,mainly put forward to strengthen the administrative responsibility of staff,improve the system,improve the management and supervision system,increase penalties and improve the quality of personnel countermeasures.
