Study On The Practical Logic Of Land Circulation In Modern Agricultural Parks

Since the 21 st century,the economy has continued to improve,China’s agricultural population continued to non-agricultural transfer,a large number of land circulation came into being.Modern agricultural parks have broken the political and spatial segmentation of the original towns and villages,concentrated the regional policy advantages and capital advantages to the land circulation in the park,which has a good role in promoting the land circulation.However,with the continuous advancement of the construction of modern agricultural parks,the current modern agricultural parks are also facing some problems such as low willingness of some farmers to transfer land and non-grain land transfer.Therefore,it is urgent to clarify the current situation of land transfer in modern agricultural parks in China under the system of modern agricultural parks,and explore the current situation and existing problems driven by factors such as park system and management,so as to seek the development path of promoting land transfer in modern agricultural parks.Liuhe District Modern Agricultural Industrial Demonstration Park has achieved good results in the process of land transfer and is a representative modern agricultural park in Jiangsu Province.This research attempts to study liuhe district of modern agricultural demonstration zone of the actual situation of land circulation from farmer household characteristics,the characteristics of farm households,modern agriculture park economic policy environment,modern agriculture park guarantee mechanism and so on many Angle analysis influence modern Nong Ye Yuan area farmers implementation of land circulation behavior factors,summarizes the problem and reason analysis of the land circulation.Based on this,we put forward some pertinent policy suggestions.In this study,the basic information of farmers in modern agricultural parks,the behavior of farmers’ land transfer,the guarantee of land transfer in modern agricultural parks,and the cognition of farmers’ land transfer were collected by questionnaire survey.Comprehensive analysis of the Liuhe modern agricultural industrial demonstration park land transfer status and problems.The characteristics of household owners,household characteristics,economic policy environment of modern agricultural parks and security mechanism of modern agricultural parks were selected as model variables.The binary logistic model was used for regression analysis.Combined with the regression results,the driving mechanism and blocking effect of land transfer were discussed and analyzed.The following conclusions are drawn:(1)The overall land transfer in modern agricultural parks is characterized by large-scale land transfer,diversified land transfer forms,relying on characteristic industries,and new agricultural operation subjects as the main force.Farmers participate in the land transfer rate is high,the transfer scale is different,the transfer behavior is affected by multiple factors.At the same time,we found that there are some problems such as low willingness of some farmers to transfer,non-grain land transfer,imperfect financing and loan service of land transfer,and lack of scientific positioning of park planning.(2)the annual per capita income of farm household,non-farm income proportion,per capita arable land,the land circulation price,income amount of profit distribution,land circulation form abundance,whether has the risk guarantee,whether has the daily supervision mechanism,whether to have the dispute mediation mechanism and whether it has a special leading group is the significant factors that affect farmers implement land circulation behavior.Farmers’ gender,age and education level have no significant influence on farmers’ land transfer behavior.(3)With higher land transfer income and lower land transfer risk,farmers in modern agricultural parks carry out land transfer.The land in the park is concentrated to the new agricultural management subjects,which improves the marginal return of land and capital,enhances the specificity of land,and also improves the income of farmers in the demonstration park.The park establishes daily supervision mechanism,risk guarantee,dispute adjustment mechanism and special leading group to reduce the risk of farmers in the park when carrying out land transfer.However,the imperfect land transfer mechanism and the imperfect land transfer service organization in modern agricultural parks have a blocking effect on land transfer.In view of the problems existing in the land transfer of modern agricultural parks,the factors affecting the land transfer,the driving mechanism and the blocking effect were integrated,and the corresponding policy suggestions were put forward.First of all,relevant systems should be improved to promote land transfer: daily supervision and dispute adjustment mechanism,social security system and risk guarantee mechanism of land transfer should be improved.Secondly,the incentive mechanism of land circulation should be innovated,and the construction of land circulation platform should be promoted at the same time.Finally,the construction of new agricultural management subjects in the park should be promoted.
