Modern agricultural park is an advanced production model, and high efficient land utilization is regarded as the key to break through the bottleneck of the park resources, as the achievement of transformation and upgrading of the ecnomic structure and as an effective way to promote agricultural modernization. Study onconnotation and theoretical framework, evaluation system and feasible path of high efficient land utilization of modern agricultural park,, not only can effectively guide the planning and construction of modern agricultural park, but also is the urgent need for sustainable,high-efficient development of modern agriculture under the new normality.The concept of high-efficient land utilization of modern agricultural parks was defined by the article, and the difference and relationship among high efficiency land use, intensive use of land, and sustainable land use were also analyzed. A "systemic holism of trinity" interpretation model including spatial dimension, time dimension and value dimension was constructed to explain the high-efficient land utilization theory of modern agricultural park by guiding of the man-land coordination theory, sustainable development theory, circular economy theory, system engineering theory and multi-functional agriculture theory. Based on the interpretation model, the theory of high-efficient land use was explained from three different dimensions respectively, targets and standards of land efficient use of modern agricultural parks were put out. A lot of problems such as the lack of overall planning, imbalance between use and support, misallocation, abandoned waste were put forward by the field investigation of some modern agricultural parks in Shandong province. In order to solve the above-mentioned problems, an empirical analysis and quantitative evaluation were developed by using three stage DEA(Data Envelopment Analysis) method, according to the data of 51 modern agricultural demonstration zones in Shandong Province from 2010 to 2015, which was reported in the "national modern agricultural demonstration zone construction level monitoring and evaluation system",combined with survey data, and the inherent requirements and objectives of high-efficient land use in modern agricultural park. The results obtained are as follows. Firstly, on the whole, the comprehensive benefit of the land use in Shandong modern agricultural demonstration zones was not very high which should be increased great. The main factor that affected the overall efficiency of the park is the low technical efficiency, especially the scale efficiency. It showed that the park land use had not been fully utilized effectively, and the configuration between elements should be optimized. Secondly, the difference of land use efficiency among different parks was obvious, which could be divided into four categories:production frontier, high efficiency, middle efficiency and low efficiency. Parks of middle efficiency and low efficiency were accounted for about 47.06%, which had different factors of land use inefficiency. It is necessary to optimize the specific circumstances of these parks, as soon as possible to improve the efficiency of land use. Thirdly, the level of urbanization, the quality of labor force, the per capita income of farmers and the financial support had a certain impact on the improvement of land use efficiency. The improvement of level of urbanization and labor quality were beneficial to the promotion of land scale management and the change of land use pattern, and could improve the land use efficiency. The land use efficiency could be improved by the increase of per capita income of farmers and the appropriate input of financial support, but could be pulled down of excessive investment.Based on the evaluation results and the theory system of "systemic holism of trinity", the article put out some feasible path supporting the efficient land utilization of modern agricultural parks. These paths include the overall design of the comprehensive level, the space optimization in spatial dimension, the man-land coordination development, the model innovation in time dimension and the value adding of industry chain in value dimension. Finally, based on the Dongying national modern agricultural park as an empirical analysis, the evaluation index system was established which include land use space allocation index, output level index, sustainable development index, etc. and how to use park land was evaluated through analyzing the concrete application and the effect of the design system by using the coordination degree model and the multi objective function method. The evaluation results showed that: it had been significantly improved in the economic, biological and social benefits after the construction of modern agricultural park. The results had important guiding significance in practice.
