With the rapid development of industrialization and urbanization,a large number of rural labor forces have been transferred,and the level of agricultural modernization has gradually improved,making it possible to expand the scale of land management.For a long time,China’s rural land system reform has been advancing in the direction of stabilizing land rights.It has successively implemented "increasing people without increasing land,reducing people without reducing land",land rights confirmation policy,and "the Policy for Separating the Ownership Rights,Contract Rights and Management Rights" and so on.However,the evolution of the land system is not only affected by formal system at the national level,but also informal systems such as local rules and regulations.In fact,this land adjustment phenomenon still exists in some places due to human-land conflicts and other reasons,which has led to instability in the land contracting relationship.The policy of extending the second round of contracting for another 30 years has clarified the reform direction of the land system for the next 30 years,will continue to maintain stability,and will remain unchanged for a long time,giving farmers “reassurance” in advance.Implementing a "long-term,unchanging" contract management system is conducive to stabilizing contracting rights,deactivating management rights,and developing various forms of moderately large-scale operations;at the same time,the extension of the contract policy also put forward clear requirements for the policy to guide the orderly circulation of land.The implementation of a policy requires the support and cooperation of farmers,and the implementation of a formal system must be based on the support of an informal system.Therefore,before the policy is formally implemented,understanding the farmers’ response to the policy and their willingness to transfer land after the extension of the contract policy is of great significance for the implementation of the policy and the improvement of specific rules.In current research,some scholars study the impact of land policy and land system on farmers’ perception of property rights security,or the impact of farmers’ perception of property security on land circulation,or the security of land rights(stability)on farmers’ land circulation Impact.The current second round of the post-contracting policy has an impact on farmers’ perception of land rights security,whether it has a role in promoting the land transfer of farmers,and whether it can meet the expectations of the policy.These issues are worthy of our discussion.Therefore,this paper incorporates these two processes into a research framework for analysis,from the perspective of farmers’ cognition,to study the impact of the second round of contract extension policies on farmers’ willingness to transfer their land.Based on literature analysis and theoretical foundation,comb the impact mechanism of the second round of extension policy on land transfer willingness.Use 265 survey data of farmers to construct an intermediary effect model,and use logit nested stepwise regression model,Bootstrap,and KHB methods to empirically test farmers’ perceptions and attitudes towards the second round of post-contracting policies,land right confirmation,land adjustment experience,and other control variables The impact on farmers’ willingness to transfer land,with a view to providing policy recommendations for enhancing the expectations of farmers’ land rights stability,promoting land transfer,and smoothly advancing the contract extension policy.The research conclusions of this article:(1)Currently,19.25% of farmers understand the extended contract policy,and 50.56% of farmers have only heard of it,but do not understand the specific content,and even 30.19% of farmers do not understand at all;at the same time,only 41.13 % Of farmers believe that land adjustment will not be carried out before the second round of extension,and 40% of farmers are unclear about whether they will adjust their land.This shows that the current farmers’ understanding and support of the policy are not enough,and their perception of the stability of land rights is also low.(2)The second-round contracting policy has a significant positive impact on the farmers’ willingness to transfer out the land.This is reflected in the fact that farmers’ cognition of the second-round extension policy and their recognition and obedience to the authority of the policy have promoted farmers’ land Willingness to circulate.(3)Farmers’ perception of land rights stability has a significant positive impact on farmers’ willingness to transfer land,but the extended contract policy did not significantly enhance farmers’ perception of land rights stability.In the end,the second round of the extended contract policy had a significant impact on farmers’ willingness to transfer land.The mediating effect is not significant.(4)Encourage land to concentrate on farming experts and promote the development of agricultural modernization.Improve the land transfer and transaction platform,provide targeted vocational skills training,improve the employment skills of migrant laborers in cities,and increase the stability and income level of non-agricultural employment.(5)Farmers with higher non-agricultural income are more inclined to transfer land.Finally,the following policy recommendations are put forward:(1)Increase the publicity of the second round of post-contracting policy,and increase farmers’ recognition of the connotation and authority of the post-contracting policy.The village collective should earnestly implement the non-adjustment of land due to the second round of contracting,and convey the idea of non-adjustment of land to the villagers,so as to enhance farmers’ expectations of non-adjusted land.(2)Intensify the promotion of the protection of land title stability certificates,and continue to play the role of the confirmation certificates to enhance farmers’ perception of land title stability.(3)Carry out pilot projects,sum up successful experience,improve the detailed contract extension,and do a good job in the promotion of pilot experience.(4)Improve the land circulation and transaction platform,provide targeted vocational skills training,improve the employment skills of migrant workers in cities,and increase the stability and income level of nonagricultural employment.
