For farmers,land is not only a simple means of production,but also a material guarantee for survival and development in a certain way.Land adjustment,as the redistribution of rural land contractual management rights,is essentially to satisfy farmers’ fair demands for rights,identity and survival.Under the state ’ s policy of promoting“long-term stability” of land relations,farmers in areas with tense human-land relations cannot improve their contracted land conditions through major adjustments,which to a certain extent has led to the emergence of many nominal,rights and landless farmers.As the second round of land contracting is about to expire and will continue to be extended for 30 years,it is urgent to propose a land adjustment method that can not only solve the problem of unfair land ownership in rural areas,but also meet the requirements of the "long-term unchanged" policy of the country’s stable contracting relationship.Based on the 295 valid questionnaires obtained from the sampling survey in Yangling District,Qianxian County and Yulin District of Yulin City,Shaanxi Province,this study uses factor analysis method to measure farmers ’ perceived justice,and uses binary logistic model to construct an empirical model of the relationship between farmers ’ perceived justice,land adjustment willingness and adjustment mode selection.It reveals the impact of perceived justice on farmers ’ land adjustment willingness and land adjustment mode selection,and examines the moderating effect of farmers ’policy cognition.Finally,it puts forward countermeasures and suggestions that can not only respect farmers ’ land rights and interests in different regions,but also promote the smooth transition of the second round of land contract period.The results show that :(1)most farmers have the willingness to adjust land at the time node of 30 years of extension of the second round of contract,and have a low level of awareness of land contract policy;(2)Perceived justice has a negative impact on farmers ’willingness to land adjustment,and the results of perceived justice have a negative impact on farmers ’ willingness to land adjustment;(3)Perceived justice has a negative impact on the choice of farmers ’ land adjustment mode,in which result justice and procedural justice have a negative impact on the choice of farmers ’ land adjustment mode,and information access justice has a positive impact on the choice of farmers ’ land adjustment mode.(4)Farmers ’ policy cognition will strengthen the influence of perceived fairness on farmers ’land adjustment mode choice;(5)In the control variables,the age of farmers,the number of contracted plots,the number of landless people in the family,whether there are village cadres in relatives and friends,the cognition of the reform of the farmland collective property rights system,and the satisfaction with the long-term policy have a significant indigenous impact on farmers ’ willingness to adjust their land.In order to promote the smooth transition of land contract extension,the paper puts forward the following suggestions: in areas where the relationship between man and land is relaxed,the“ individual adjustment ” method can be used to meet farmers ’ demands for land adjustment;in areas where the relationship between man and land is tense and there is no sufficient land source for adjustment,Carry out the work of publicizing the land share allocation method,and carry out the publicity and promotion of the land share allocation and dynamic adjustment method;establish and improve the corresponding supporting mechanism,supplement and improve the land adjustment method,and protect the land rights and interests of farmers. |
