Comprehensive Evaluation And Influencing Factors Of High-quality Development Of Rice Industry In Tianjin

As an important grain crop in Tianjin,rice plays an important role in industrial development.In 2022,the rice production in Tianjin reached 526000 tons,accounting for20.53% of the total grain production in Tianjin.It has achieved good results in“increasing yield,area,and yield per unit area”.From the“Xiaozhan Rice Industry Revitalization Plan”to the“14th Five Year Plan for Green Development of Agriculture in Tianjin”,from variety optimization to brand building,from breeding,planting,harvesting,sales to brand and cultural tourism integration,it can be seen that Tianjin is constantly exploring new driving forces for innovative development of the rice industry and efficiently promoting the development of the rice industry.The article extends the theme of high-quality development of Tianjin’s rice industry by referring to the theories of high-quality agricultural development and related industry development.Based on learning from scholars,an evaluation index system for the high-quality development of Tianjin’s rice industry is formed.Based on the data from Tianjin from 2010 to 2021,five primary indicators and 19 secondary indicators were constructed,including industrial development level,product quality level,production efficiency level,support and security level,and green ecological level.The entropy method was used to calculate weights and comprehensive scores.Identify the main obstacles and influencing factors for the high-quality development of Tianjin’s rice industry through the obstacle degree model,and propose counter measures and suggestions suitable for the high-quality development of Tianjin’s rice industry.The research results are as follows:(1)From 2010 to 2021,the high-quality development level of the rice industry in Tianjin showed an increasing trend year by year,with a comprehensive score increasing from 18.26% in 2010 to 86.62% in 2021,with an increase of68.32%,indicating a significant development speed.(2)The obstacle ranking of the criteria for high-quality development of the rice industry in Tianjin in 2021 is:production efficiency level>product quality level>support and guarantee level>green ecological level>industrial development level.(3)The comprehensive index shows an upward trend in industrial development level,product quality level,production efficiency level,support guarantee level,and green ecological level.However,the comprehensive scores of support guarantee level and green ecological level are 6.75% and 13.95%,which still have a certain gap compared to the other three items.Later development needs more attention.(4)From the perspective of obstacle level,there are differences in the types of obstacles during different time periods.Among them,the main obstacle factors in the past five years are the quantity of water resources(A6),the area of rice pests and diseases(A7),the cost of rice planting services(A12),the cost of rice services(A13),the depth of agricultural insurance(A14),the level of government financial support(A15),and the intensity of fertilizer use(A19).In response to the high-quality development results of the rice industry in Tianjin,the following suggestions are proposed:in terms of industrial development,adjust the industrial layout,extend the industrial chain,and improve brand awareness;In terms of product quality,increase variety optimization,optimize variety structure,and strictly adhere to production standards;In terms of production efficiency,transform development concepts,explore ecological models,and improve production efficiency;In terms of support and security,attach importance to capital investment,improve service support,and attract social participation;In terms of green ecology,promote resource utilization,strengthen environmental protection,and achieve green ecology.
