Research On The Impact Of Return-To-Home Entrepreneurship Support Policy On Entrepreneurial Performance

In recent years,the state and local governments have issued a series of return-to-home entrepreneurship support policies for migrant workers,college students,and retired soldiers to return to their hometowns to start businesses.The aim is to provide a number of policy measures to encourage and attract various types of talents to return to their hometowns to start businesses.The gradually optimized policy environment has continuously promoted various entities to return to their hometowns to start businesses.Many returnees have increased their incomes due to entrepreneurship.The return-to-home entrepreneurship support policy has a direct effect on the improvement of entrepreneurial performance.In the context of rural revitalization and the integration of rural industries,the return-to-home entrepreneurship support policy presents a new feature of promoting the integration of rural primary,secondary,tertiary and tertiary industries.It aims to guide returning entrepreneurs to engage in entrepreneurial activities that promote the integration of three industries."Guiding returning entrepreneurs to engage in entrepreneurial activities that promote the integration of three industries" as one of the policy objectives,the return-to-home entrepreneurship support policy may have an impact on whether returning entrepreneurs choose the entrepreneurial behavior of integration of three industries.Furthermore,entrepreneurs who return to their hometowns to engage in the integration of three industries can realize product innovation in a variety of ways,thereby enhancing market competitiveness and improving entrepreneurial performance.In other words,the return-to-home entrepreneurship support policy can also indirectly affect entrepreneurial performance by motivating entrepreneurs to engage in the entrepreneurial behavior of integration of three industries.The entrepreneurial behavior of integration of three industries is a more Chinese concept,and it is more realistic to include it in the analysis framework of return-to-home entrepreneurship support policy and entrepreneurial performance,and it also provides a new perspective for studying the factors affecting entrepreneurial performance.In view of this,firstly,this article sorts out the return-to-home entrepreneurship support policy.There are two main return-to-home entrepreneurship support policy measures.One is "real money" support,including fiscal and tax support,credit support,social security support,etc.,which are classified as economic support policy;the second is public resource support,including entrepreneurship training,information consultation,simplification of industrial and commercial procedures,land use and electricity support,etc.,are classified as public resource policy here.Secondly,this paper takes Jiangsu Province as an example and uses the survey data of 420 returnee entrepreneurs in Jiangsu Province.The ordered Logit model is used to examine the direct impact of the return-to-home entrepreneurship support policy on entrepreneurial performance.Then this study uses the mediation effect test model to empirically analyze the intermediary role played by entrepreneurial behavior of integration of three industries of returning entrepreneurs in the process of return-to-home entrepreneurship support policy affecting entrepreneurial performance.Furthermore,the Sobel method is used to judge the significant mediation effect.The results show that: Firstly,the return-to-home entrepreneurship support policy has a significant positive impact on entrepreneurial performance,and it is significant at the 1% statistical level.In terms of policy types,both economic support policy and public resource policy have a direct positive impact on entrepreneurial performance,but public resource policy has a deeper and more significant impact on entrepreneurial performance than economic support policy,indicating that returning entrepreneurs to obtain more public resources have a greater improvement in their entrepreneurial performance enhancement.Secondly,the entrepreneurial behavior of integration of three industries of returning entrepreneurs plays the intermediary role in the process of return-to-home entrepreneurship support policy that affects entrepreneurial performance.The mediating effect is 6.00%,which accounts for 9.36% of the total effect,and it has passed the Sobel test.In terms of policy types,the intermediary path of "Public resource policy—Entrepreneurial behavior of integration of three industries—Entrepreneurial performance " is significant.The mediating effect is 5.45%,which accounts for 13.84% of the total effect,and it has passed Sobel test;the intermediary path of "Economic support policy—Entrepreneurial behavior of integration of three industries—Entrepreneurship performance" is not significant.Based on the above research conclusions,this paper proposes the following policy recommendations: Firstly,for the existing return-to-home entrepreneurship support policy,it is necessary to further strengthen the propaganda and implementation capabilities of the policy in the follow-up policy implementation link.Secondly,for the future return-to-home entrepreneurship support policy,it is recommended to further add the content of policies that are conducive to the promotion of the integration of three industries,and pay attention to the allocation of public resource policies such as entrepreneurial training and information consultation so as to better lead the entrepreneurial behavior of integration of three industries of returning entrepreneurs.Thirdly,after the formulation of relevant policies,it is suggested that governments at all levels encourage and guide returning entrepreneurs to combine regional characteristics of agricultural resources,adjust measures to local conditions,and rationally choose appropriate entrepreneurial behavior of integration of three industries.
