After more than 40 years of reform and opening up,China has experienced rapid economic growth, accompanied by a sharp rise in energy consumption and carbon emissions, and has become the world’s largest carbon emitting country. In order to achieve the "double carbon" goal,China has taken a series of emission reduction measures, but it still faces great pressure on carbon emission reduction. At the same time, the application of Internet in China is becoming more and more popular. As an economic development model, digital economy is gradually becoming a new engine of economic growth. On the one hand, the deep integration of the Internet, artificial intelligence and the real economy, optimize the allocation of resources and promote the transformation of traditional industries; On the other hand, the effective support of digital economy for energy system management has promoted the improvement of energy efficiency, production efficiency and the reduction of energy cost.Under the background of "double carbon" goal and the era of digital economy, the impact path and effect of digital economy on China’s urban low-carbon transformation have become the research problem of this paper.Based on this problem, this paper first combs the theories and literature related to digital economy, urban low-carbon transformation and public attention, and reveals the impact mechanism of digital economy on urban low-carbon transformation and the regulatory effect of public attention. Then, the entropy weight method is used to calculate the urban low-carbon transformation and digital economy development, and the python language is used to crawl the relevant data of public attention to obtain the panel data of 274 cities from 2011 to 2019.Then,based on the empirical analysis of the data, this paper studies the impact of digital economy on urban low-carbon transformation and spatial spillover effect, and uses the panel threshold model to calculate the regulatory effect of public attention. Finally, the robustness of the results of this paper is tested by using the methods of double difference and two-stage least squares. It is found that:(1)the distribution of digital economy, urban low-carbon transformation level and public attention is uneven, which is manifested in agglomeration" distribution and"decreasing from east to west" distribution. In terms of change speed, the annual increment of various indicators will increase after 2015;(2)There is a "U" relationship between the development of digital economy and the level of urban low-carbon transformation. At present, most cities across the country have crossed the inflection point, showing a significant promotion effect. However,in the comparison of urban coefficients, eastern cities>western cities>central cities;(3)The development of digital economy has a significant "siphon effect" on the spatial impact of urban low-carbon transformation, that is,while digital economy improves the urban lowcarbon level of the city,it will reduce the low-carbon level of surrounding cities, which is not conducive to the realization of the "double carbon" goal of the whole country;(4)With the increase of urban public attention, the positive role of digital economy in promoting urban low-carbon transformation is gradually strengthened. On this basis, this paper puts forward corresponding policy suggestions.First, pay attention to the "Matthew effect" of digital economy in promoting urban low-carbon development, and improve the coordination and balance of digital economy development. On the one hand,we should give appropriate policy preference and institutional innovation to the central and western regions to enhance the incremental effect of digital technology on economic development. On the other hand, reduce the excessive agglomeration of resources in the first developing cities, strengthen the knowledge and technology spillover effect in the core regions, and promote the whole country to achieve the goal of "double carbon";Second, give full play to the regulatory effect of public concern and promote the digital economy to better enhance the impact level of urban low-carbon transformation. On the one hand, enhance the public’s attention to energy use and digital resource allocation,so as to improve the awareness of environmental protection and the concept of energy conservation and emission reduction,so that the public can play a more effective role in environmental supervision and energy allocation. On the other hand, government departments actively pay attention to the public demands on the Internet, including Internet platforms such as microblog and Baidu. At the same time,by building an official digital platform, they eliminate the channel obstacles of people’s demands and feedback, and finally realize the lowcarbon transformation trend of coordination between the East and the West and the government and the people.
