Electronic commerce, which is based on the development of Internet Science and technology, has broken through the limitation of time and space dimension, and has become the fastest growing and most widespread emerging industry in twenty-first Century. Most importantly, the role of spatial agglomeration of e-commerce has been increasingly prominent in promoting China's urban joint development.Firstly, this paper reviews the domestic and foreign related research, defines the connotation of e-commerce and e-commerce Industrial Park, and analyzes the characteristics of e-commerce industry agglomeration.Secondly,it uses the LQ to measure the level of e-commerce agglomeration in 287 cities of China in 2000?2017 and deeply analyze the evolution of its spatial distribution.According to its results, the trend of e-commerce agglomeration in 287 cities of China is divided into four steps and the trend of e-business is strong in China's prefecture level city but it is highly unbalanced in geography space. The evolution rule of spatial distribution of e-commerce is as follows:First, from the dynamic point of view, the development and distribution evolution of China's urban e-commerce can be divided into three stages:It began to start in 2000;2000?2005 is the beginning stage of e-commerce in China, such as Tianjin,Shanghai,Nanjing,Hangzhou,Shaoxing,Jinhua,Qingdao,Shenzhen,Chongqing and Cheng had just set foot in e-commerce;The rising stage of e-commerce is in 2005?2010;In the 7 years after 2010,e-commerce is developing rapidly.Second, from the perspective of the spatial agglomeration degree of China's e-commerce in 2017,the spatial agglomeration level of China's urban e-commerce is low.But two cities located in the first echelon,Hangzhou and Jinhua, have the highest level of e-commerce spatial agglomeration, among which Hangzhou is called the birthplace of e-commerce;Beijing,Tianjin,Ningbo,Wenzhou,Shaoxing and Chongqing and other 11 cities are located in the second echelons, and these cities have developed well in electronic commerce and are ready to be sent;Taiyuan,Changchun,Nanjing and Yinchuan and other 29 cities are in the third echelons and the levels of e-commerce development of these cities exceed the national average level, but the levels of agglomeration are low and the level of development are likewise low;The cities located in the fourth echelons are Shijiazhuang,Tangshan, and Urumqi, and other 119 ones, the development of electronic commerce of these cities has just started and there is no doubt that the level of development is lower than the national average. Finally, the Moran 'I index is used to verify the spatial dependence of e-commerce among these cities. In the empirical analysis part, the paper explores the factors that influence the spatial distribution of e-commerce in China and puts forward corresponding policy recommendations for the development of e-commerce in China by analyzing the spatial data model of section data type and the static spatial Durbin model and dynamic Durbin model of panel data.First, for the cities located in the first and second step areas, theses cities' local government should increase the investment in scientific research and cultivate more talents to meet the needs of the development of the e-commerce industry as well as make a good foundation for the labor intensive industry base and the high and new technology industry.Second, for the cities in the third and fourth step areas, their e-commerce industries are at the initial stage with low level of spatial agglomeration. The local governments of these cities should not only invest more in science and finance but also speed up the construction of infrastructure as well as lay a solid foundation for labor and intensive industries.Third,it's necessary for us to break the urban industrial barriers and achieve the development of electricity gathering. The regression results from Dobbin model of spatial static data and panel of spatial panel show that the barrier between labor intensive industries and high-tech industries is not conducive to the agglomeration and development of e-commerce in cities. Therefore, the cities should break the barriers to exchange with each other and promote mutual development.
