Since the strategic plan of "Made in China 2025" was put forward and the report of the 19 th National Congress pointed out that the goal of the development of manufacturing industry in the new era is to promote the high-quality development of the industry,creating a new pattern of foreign trade development of manufacturing enterprises is of great significance for creating the brand of "intelligent" made in China.Electronic and communication equipment manufacturing industry as the pillar industry in the manufacturing industry,along with the transformation and upgrading of domestic economic structure and the transformation of development mode,the share and proportion of the international market is also rising sharply.On the one hand,global regional economic cooperation is getting closer.With the formal signing of the Regional Comprehensive Economic Partnership Agreement,in addition to expanding trade to developed countries such as the UK,the US and France,new RCEP members have also opened up new market areas for China.On the other hand,the external market environment also needs to explore the possibility of trade cooperation from a new perspective.In the past,some countries’ restrictive trade protection measures,such as tariff and non-tariff barriers,have severely reduced their own profit margins.It is increasingly becoming the mainstream and focus of current research to explain the impact on export flow from the perspective of system.As an important index of institutional factors,economic freedom can provide new ideas for studying the export development of electronic communication equipment manufacturing industry in the new era.In this paper,the UK,the US and France represented by traditional export regions and the RCEP member countries represented by emerging regions were selected as the research objects to explore the influence of the level of economic freedom in these countries on the export of electronic and communication equipment manufacturing industry.The main contents of the research are as follows:(1)The overall export situation of electronic communication equipment manufacturing industry is analyzed from the aspects of export characteristics and flow,and the obstacles facing the future export growth are discussed;(2)Theoretically,the cost variable of economic freedom is introduced into CES function to deduce the influencing factors of reducing trade costs;(3)Study the influence path and mechanism of the main indicators of economic freedom on export trade based on literature;(4)Four first-level indexes and 10 second-level indexes involving economic degrees of freedom were selected to measure the economic degrees of freedom of 17 sample countries including China using principal component analysis method.Based on this,empirical analysis method was used to discuss the effects of economic degrees of freedom,economic levels,population,taxation and other factors on the export of China’s electronic communication equipment manufacturing industry;(5)Based on the empirical analysis results,specific suggestions are put forward from the perspectives of regional integration,market,government expenditure,regulation and system.Economic freedom reflects the institutional environment of the host country from four dimensions: legal environment,government scale,market regulation and market opening.From the perspective of economic freedom,it can provide new development ideas for promoting the transformation and upgrading of the electronic communication equipment manufacturing industry,strengthening international production capacity cooperation,and realizing mutual benefit and win-win.It is of great significance to promote the process of industrial internationalization and grasp the future development direction of the industry.
