Research On The Undertaking Of Electronic And Communication Equipment Manufacturing Industry In Liaoning Province

Since the 20 th National Congress of the Communist Party of China,China has proposed to realize Chinese path to modernization.One of the essential requirements of Chinese path to modernization is to achieve high-quality development.However,the intensification of the anti-globalization trend in the world today and the increase of uncertainties in the international environment pose challenges to China’s efforts to promote high-quality development.Forming a reasonable industrial structure and promoting its upgrading is the basis for high-quality development.As a typical representative of high-tech industries,the electronic and communication equipment manufacturing industry plays an important role in optimizing the industrial structure and driving regional economic growth,and has become an industry category to compete for development everywhere.The real problem is that compared with other provinces and cities,Liaoning Province is in a backward position in the development of this industry.However,Liaoning Province has a strong industrial foundation and superior geographical location,and has the conditions to cultivate the manufacturing industry of electronic and communication equipment.Based on the characteristics of the electronic and communication equipment manufacturing industry,combined with the law of measuring the industrial development level,this paper first constructs an indicator system of the development level of the electronic and communication equipment manufacturing industry from four dimensions,including the industrial scale level,industrial profitability,industrial supporting facilities,and industrial development potential,to measure the development level of the electronic and communication equipment manufacturing industry in various provinces and cities across the country,Have an overall understanding of the development degree of the industry in Liaoning Province and its position in China,identify the spatial evolution law of the industry nationwide,analyze the characteristics of provinces and regions with good industrial development trend,and find that such provinces are adjacent to or can be considered as driven by the radiation of developed regions,and industrial transfer is an important form of economic radiation,It can identify the role of industrial transfer and undertaking on the level of industrial development.Secondly,based on the input-output tables of 2010,2012,2015 and 2017,the multi-regional input-output(MRIO)model is used to measure the scale of industrial transfer and undertaking between provinces and cities,clarify the status of industrial transfer and undertaking in different stages of Liaoning Province,and qualitatively identify the role of industrial transfer and undertaking in different regions on the level of industrial development.It is found that the industrial development level of regions with net industrial undertaking is also improving,Further,by constructing a spatial econometric model to empirically analyze whether there is a significant relationship.The calculation results show that the industrial undertaking has a positive effect on the development of the local electronic and communication equipment manufacturing industry,and the industrial development of neighboring regions affects each other.This shows that Liaoning Province should take positive measures to undertake interregional industrial transfer.Therefore,based on the experience of undertaking and development of provinces with good development trend,this paper proposes the path for Liaoning Province to undertake the electronic and communication equipment manufacturing industry of other provinces from the perspective of provincial coordination.Finally,industrial undertaking is only the first step to promote industrial development.It is also necessary to optimize the regional internal spatial layout and industrial system to achieve the rational allocation of industrial resources.This paper focuses on Liaoning Province.By measuring the industrial agglomeration degree between Liaoning Province and the central cities of other provinces,it is found that the central cities of Liaoning Province play a limited role in radiating and driving the industries of other cities.At the same time,the industrial foundation of other cities in Liaoning Province is weak.Therefore,from the perspective of intra-provincial coordination,this paper puts forward suggestions to optimize the electronic and communication equipment manufacturing system in Liaoning Province,with a view to undertaking foreign industries,Promote the overall development of electronic and communication equipment manufacturing industry in Liaoning Province through the reasonable layout in the province.
