Research On The Trade Effect Of Chinese Standard Going Out Under The "Belt And Road" Initiative

Abstract/Summary:
Standards are an important factor affecting international trade.Lacking a mature standard system,some countries along the Belt and Road have no choice but to passively choose the standards of developed economies that are not suitable for their own economic conditions,which in turn makes them trapped in the shackles of trade.Under the Belt and Road Initiative,actively promoting Chinese standards going global is of great significance to effectively promote trade and connectivity among countries along the Belt and Road.Based on this,this paper chooses the theoretical and empirical methods to fully study the standards going out and its trade effects.First of all,summarize the mode of Chinese standards going out from the connotation and stage of standards going out,mainly including standard cooperation,standard demonstration and standard leading mode,and further clarifies the measurement method of Chinese standards going out mode.Then,to illustrate the feasibility of Chinese standard going out,from the standard development achievements and standard distribution areas along the national standard of maturity,based on the maturity quadrant diagram and statistical charts analysis found that the standard of developed countries is generally higher than that of developing countries,the maturity of Chinese standards between countries along the maturity is relatively high.And its standard maturity level can be comparable to that of developed economies.Accordingly,we believe that Chinese standards going global provides an opportunity to improve the trade plight of countries along the Belt and Road.In addition,by analyzing the existing strength,weakness,opportunities and threats of Chinese standards going global,it is further proved that Chinese standards going global is feasible.Furtherly,to demonstrate the trade effect of Chinese standard going out,this paper based on the theory of Krugman model theory analysis found that Chinese standard going out and trade are related positively,after putting forward relevant hypotheses,empirical research is carried out.In this paper,the data of 48 countries along the Belt and Road from 2009 to 2018 were selected to establish a double fixed effect model to study the import and export trade effects and intra-regional trade effects under the three modes of China’s standard going out.The trade effects of various economies in different institutional environments and total infrastructure levels were studied in groups.The heterogeneity of Chinese standards’ going out trade is also studied based on SITC product segmentation,and the corresponding results are tested for robustness.Finally,based on the results of theoretical and empirical research,this paper puts forward relevant conclusions,and puts forward relevant suggestions for the smooth promotion of Chinese standards going out and play a positive role in trade.The results show that: first of all,Chinese standards going out promotes import and export trade;Then,the results of grouping test and SITC product classification test indicate that there is heterogeneity in the trade effect of products of different countries or categories.Furthermore,in the process of exerting the trade effect of standards going out,the modes of standards going out can promote synergistically.Finally,promoting Chinese standards going out in countries along the belt and Road has positive intra-regional trade reciprocity effect.This paper puts forward some suggestions: firstly,we should strengthen the policy support to promote the reciprocal effect;Secondly,we should improve the standard system and enhance the international level of standards.Thirdly,we should pay attention to maintaining friendly connectivity among developing countries along the belt and Road.Fourthly,we should speed up the training of talents and enhance the overall national strength to avoid external threats.
