Research On The Revitalization And Utilization Of Village Collective Idle Assets

The 20 th Party Congress proposed to comprehensively promote rural revitalization,comprehensively build a modern socialist country,adhere to the priority development of agriculture and rural areas,adhere to the integrated development of urban and rural areas,smooth the flow of urban and rural elements,accelerate the construction of a strong agricultural country,and solidly promote the revitalization of rural industries,talents,culture,ecology and organizations.Under the background of rural revitalization strategy,rural economic and social development ushers in brand-new opportunities,while rural collective assets,as the main property of China’s rural collective economic organizations at present,are of great significance to drive farmers to get rich by making good use of them.However,according to statistics,there are still a large number of idle village collective assets in the countryside.Under the background of comprehensive implementation of rural revitalization strategy,the revitalization and utilization of rural collective idle assets is imminent and windy.Currently,most of the studies on idle assets of village collectives are focused on idle house bases,and there are few studies on other types of idle assets.Based on this,this paper studies the utilization of collective idle assets in R County,aiming to optimize the utilization of idle assets,make suggestions for the utilization of collective idle assets,and provide reference for consolidating and expanding the achievements of poverty alleviation and rural revitalization.The purpose of this paper is to solve the problems in the revitalization and utilization of village collective idle assets in R County,to propose countermeasures and suggestions to improve the level of revitalization and utilization of village collective idle assets in R County,to improve the income of village collective economy and the income of rural residents,and to further promote rural revitalization.Based on this research objective,firstly,this paper analyzed the current situation of the utilization of village community assets in China and abroad through policy and literature combing,and focused on the utilization of domestic village collective idle assets,and introduced the total amount of village collective assets and idle situation in R county.Then a research was conducted using the questionnaire method to understand the problems and difficulties encountered in the revitalization and utilization of collective idle village assets in R County.In the study,the author selected the representative village communities of M,C,and Q towns in R County to conduct a comparative study to find out the disposal paths and problems of different types of idle assets.Through the analysis,it was concluded that R County mainly faced four problems in the revitalization and utilization of village collective idle assets: difficult to identify property rights,uneven distribution of benefits,serious loss of assets,and low support rate of villagers.In view of the four problems found,the reasons behind them were analyzed,such as,imperfect policy support,lack of benefit-sharing and risk-sharing mechanism,and lack of supervision mechanism.Finally,according to the problems sorted out and the analysis of the causes,countermeasures are proposed.First,we should improve the property rights system of idle assets,establish and improve the long-term mechanism of idle assets revitalization and utilization through the full range of rights,good planning and design,strong cadres and innovative revitalization methods.Secondly,we should establish and improve the interest linkage mechanism in the revitalization and utilization of idle assets,and deal with the interest distribution relationship between the township government and village collectives,village collectives and villagers,village committees and village collective economic organizations.Third,to establish a sound supervision and control mechanism,through the establishment of idle assets revitalization utilization of villagers to supervise the group,complete government guidance,improve the participation of villagers to achieve the whole process of supervision of idle assets revitalization utilization.The revitalization and utilization of village collective idle assets is an important way to develop and strengthen village collective economy and promote farmers’ income,and it is also a necessary way to promote comprehensive rural revitalization.To do a good job in revitalizing and utilizing village collective idle assets,the government,village collective,villagers and social capital need to work together to further bring into play the utilization value of village collective idle assets.
