Study On The Revitalization And Utilization Of Idle Rural Homesteads Under The Background Of Rural Revitalization

Promoting the revitalization and utilization of idle rural homesteads is of great practical significance for activating rural idle land resources,broadening farmers’ income channels,increasing farmers’ property income,and ensuring the demand for land for rural industrial development.In the context of rural revitalization,the number of agricultural transfer population is increasing,the phenomenon of idle and wasteful rural residential land is increasingly aggravated,and the phenomenon of "people leaving the land and staying" and "people walking empty houses" in rural areas is prominent,which to a certain extent accelerates the "hollowing out" of villages,obviously violates the principle and original intention of saving and intensive utilization of rural land resources,and is not conducive to safeguarding and realizing the legitimate rights and interests of peasants’ homesteads.How to effectively promote the revitalization and utilization of idle rural homesteads has become a problem that needs to be solved urgently at this stage.In this context,based on the field research of Nanqiao District of Chuzhou City,Chuzhou City,Fengyang County of Chuzhou City and Si County of Suzhou City in the pilot areas of the new round of rural homestead system reform,this paper selects three typical villages of Jingnan Village,Shiji Town,Nanqiao District,Yinjian Town,Fengyang County,and Hanxu Village,Heita Town,Si County,as the research objects.Summarizing and summarizing the three idle homestead revitalization and utilization models of rural idle homesteads,idle homestead circulation mode and idle homestead equity investment cooperation mode,the implementation objectives,implementation leaders and funding sources,implementation resource endowments,implementation results and other aspects of the three different models are compared and analyzed.The study found that in the process of revitalization and utilization of idle rural homesteads,there are four dilemmas in the aspects of "people","land","money" and "industry".There is a dilemma of how to mobilize the participation of all parties in the aspect of "people" in the revitalization and utilization of idle homesteads in rural areas;there is a dilemma of how to implement policies according to the locality in the aspect of "land";there is a dilemma of how to crack where money comes from in the aspect of "money";and there is a dilemma of how to "avoid internal rolls" in the aspect of "karma".In view of this,this paper combines the practical experience of the pilot areas and relevant theoretical research to propose a specific solution path from these four aspects: one is to solve the dilemma of "people" : to safeguard the rights and interests of multiple parties and guide multi-party participation;the second is to solve the dilemma of "land" : to implement policies according to the place and make efficient use;the third is to solve the dilemma of "money" : multi-channel guarantee and multi-path solution to the source of funds;fourth,to solve the dilemma of "industry" : avoid internal volumes and enrich business formats.Based on the above research results,this paper believes that in the context of rural revitalization,the effective promotion of the revitalization and utilization of id le rural homesteads can be improved through the following three aspects: First,the establishment of a standardized and orderly homestead circulation mechanism,exit mechanism and income distribution mechanism to improve the revitalization and utilization mechanism of rural idle homesteads.The second is to strengthen the management of idle rural homesteads through scientific selection of the mode of revitalization and utilization of idle rural homesteads,strengthen the supervision of the process of revitalization and utilization of idle rural homesteads,and strictly implement the management system of rural homesteads.The third is to establish an information database of idle rural homesteads,promote the construction of a digital homestead management platform,and improve the policy of exiting the overall utilization of idle homesteads,and other supporting policy safeguard measures for the government to promote the revitalization and utilization of idle rural homesteads.
