Study On The Active Utilization Of Rural Idle Housing Land In Tunliu District Of Changzhi City

There are a large number of unused house bases in the countryside,and most of them are used to build homes.Letting them fall into disrepair,damage or collapse is a huge waste of resources,but making good use of them will generate huge wealth and benefit farmers’ production and livelihood.Making good use of the idle residential land resources in rural areas can not only change the current situation of inefficient use of residential land,avoid serious waste of land resources,but also drive rural economic development,promote the prosperity of rural industries,beautify the ecological environment of villages,drive farmers to get rich,add bricks to the construction of the new socialist countryside,and provide a powerful weapon for the implementation of the rural revitalisation strategy.In the face of the increasingly acute relationship between people and land and the extremely tight land resources,it is imperative to revitalise and make good use of the idle residential land resources in rural areas,but how to make good use of this "hidden wealth" ?Based on three core concepts and two basic theories,this paper analyzes the current situation of idle house land in Tunliu District,estimates and analyzes the idle rate of rural house bases in the whole district of Tunliu District through a sample survey,selects two representative rural villages for comparison of the current situation of idle house bases,divides idle house bases into four categories: building new but not demolishing old idle,approved but not built idle,built but not used idle and other legal and regulatory provisions of the four types of unused residential bases are divided into four categories,and the adverse effects of the long-term existence of unused residential bases in Tunliu District are identified.From the analysis of the current problems of retrieval,enforcement,withdrawal and funding of idle house bases in Tunliu District,the difficulties in revitalising and utilising them are constrained by the level of institutional protection,departmental management,individual villagers and resource conditions.From the actual work,the author believes that the way to crack the unused residential bases in rural areas of Tunliu District is to: improve the withdrawal and transfer mechanism of residential bases from the institutional guarantee,strengthen the law enforcement supervision and classification of unused residential bases from the departmental management,give full play to the main position of farmers from the farmers themselves to guide active participation in the use of unused residential bases,and provide financial and technical support from the resource elements to promote the transformation of unused residential bases.The use of residential bases for transformation,and learning from the "shared farmhouse" "old village transformation" model outside the province and the pilot reform experience of Zhangzi County in the same city and brother counties in the province,proposed to use modern technology,Internet technology and other digital,intelligent ways to explore the idle residential bases in rural areas,the new way of revitalizing and utilizing the rural idle residential land.
