In recent years,given the accelerating changes in the world,the volatile external environment and the multi-year impact of the COVID-19 pandemic,China’s economy has been faced with the triple pressure of supply shock,shrinking demand and weakening expectations.The operation of domestic commercial banks is also facing great challenges.How to seek development and seek a way out in the complex and changeable situation,scientific performance management is a very important link.Performance management is the core content of the operation and management of commercial banks.Through strong performance management,it can not only improve the work efficiency of employees,but also better identify problems and recognize contradictions in the strategic promotion,so as to put forward targeted improvement measures,and finally ensure the realization of the strategic objectives of commercial banks.In the system of commercial bank in our country,the rural commercial banks(hereinafter referred to as "rural commercial banks")are an important part of the regional bank,mainly dedicated to local economy and serving rural farmers,small micro enterprises and private enterprises.Compared with other commercial banks,there are many improvements in operation management as a result of the restructuring from the original rural credit cooperatives,especially performance management.It is more important to improve the operation of small legal persons in rural commercial banks.Taking W Rural Commercial Bank Co.,Ltd.as the research object(hereinafter referred to as W Bank),this paper draws on relevant theories of performance management,adopts methods such as literature analysis,case study,interview research and questionnaire survey,and focuses on in-depth analysis of W Bank’s performance management from the perspective of management.The analysis focuses on the problems of W Bank’s current performance management from both macro and micro dimensions.It is found that W Bank’s performance management lacks overall planning,the performance management process is missing,and the application of performance evaluation results is single.Based on the optimization principles and goals,this paper proposes targeted optimization design for W Bank’s performance management.At the same time,in order to ensure the effective implementation of W Bank’s performance management,relevant guarantee measures are proposed from three dimensions: system,informationization level and cultural construction,to further improve and perfect the content of performance management.Through the optimization research of performance management,it will help a rural commercial bank to solve its performance management problems,improve its human resource management level,mobilize the enthusiasm of employees,improve the bank’s core competitiveness and risk response ability,promote the high-quality development of various businesses of a rural commercial bank,and effectively play the role of the main force of local finance.At the same time,it provides reference significance and reference value for the performance management optimization of rural commercial banks in the same region.
