Since the 1990 s,the international division of labor has become more and more refined,the Global Value Chain(GVC)gradually occupies the leading position in the mode of international division of labor.The report of the 20 th National Congress of the Communist Party of China put forward the idea of“Speeding up the construction of a new development pattern with a large domestic circle as the mainstay and two domestic and international circles promoting each other”.Under this new development pattern,we should focus on the GVC as the National Value Chain(NVC),cultivating the domestic circle system as the focal point,and giving full play to the advantages of regional industrial resources allocation,it is the key to break through the low-end predicament,to solve the imbalance of regional economic development,to promote industrial transformation and upgrading,and to realize the two domestic and international cycles.From the perspective of the division of labor in the NVC,this paper makes a comprehensive measurement of the domestic division of labor status of present provincial administrative units in Southwest China,focusing on the analysis of Yunnan Province in the southwest of the division of labor status,Yunnan province and other provincial administrative unit in the southwest of the economic ties,and probes into the influencing factors of the division of labor status in the NVC,it is of theoretical and practical significance for Yunnan province to promote the division of labor status in the NVC,optimize the industrial structure and promote the coordinated development among the regions in Southwest China.Based on China’s multi-regional input-output tables for 2012,2015 and 2017,using the production decomposition method to measure and analyze the domestic division of labor status of the administrative units at the provincial level in the Southwest China,the conclusion is that the whole industry of Yunnan province is in a relatively lower position in the Southwest China,and participates in the NVC production activities in a backward way,Yunnan’s primary industry and secondary industry are relatively downstream in the Southwest China,while its tertiary industry is relatively upstream in the Southwest China.In order to further study the factors affecting the division of labor status in the NVC,in this paper,the average wages of employed persons,the number of employed persons,the expenditure of R&D and experiment,the amount of fixed asset investment,the amount of foreign direct investment and the proportion of ethnic minority population in the total population are taken as six explanatory variables,based on the data of 31 provinces in China in 2012,2015 and 2017,this paper constructs panel data model to conduct empirical analysis.The results show that the average wages of employed persons,the number of employed persons,the amount of fixed asset investment and the amount of foreign direct investment all affect the division of labor status in the NVC,however,the expenditure of R&D and experiment and the proportion of ethnic minority population in the total population have no significant influence on the value chain status.Therefore,it is proposed to culture excellent technical talents to strengthen the construction of regional think tanks;perfect the system of scientific and technological innovation to build the team of scientific research;strengthen the construction of infrastructure to foster the modern industrial system;reasonably allocate foreign resources to guide the correct flow of foreign investment;excavate the national characteristic culture to drive the industrial integration development;promote the interaction of industries to promote the coordinated development of regions and other recommendations are put forward to help the NVC of Yunnan province to upgrade its industrial structure,realize the industrial transformation and upgrade,and promote the coordinated development among the regions in Southwest China. |
