Though the related research and survey, we found the phenomenon of rural homestead idle prevailed large-scale in rural areas currently, and the occupation of cultivated land, one family but several houses and other phenomena increased year by year. Not only these phenomena does not match the situation of the scarce construction land in economic development, but also our country face the more serious challenges of18million mu of arable land red line. It is also threat to national food security directly. Thus, it is urgently needed to solve the rural residential land idle problem. However,Homestead as the conduct of the nearly700million farmers in China’s rural land, it is the most fundamental interests of the majority of farmers. The existing homestead system has been used in the beginning of the founding and it already in the deep heart of farmers, so, to really solve the homestead idle problem is bound to readjust and arrange the homestead system. If you can not take everything into consideration and handle the interests of farmers properly,we will face great obstacles inevitably,even overthrow the new policy. Therefore, unless we analysis the cause of rural residential land idle in the scientific, comprehensively and objective way, we can solve the problem reasonably, becomingly and smoothly. Reviewing the existing literature, which specializes rarely,and few extant literature has not been studied deeply and lack of insight view.
