With the fast development of rural economy and the accelerating process of urbanization, the seasonal idle and long term idle of homestead are followed. For one thing, the peasants’lives have been greatly improved and the homestead can be obtained without charge therefore some of the peasants prefer to build a new house at the place that is out of the village or near the highway, abandoning the old house with backward living facility and inconvenient transportation. For another thing, the relatively low level of economy and living environment in rural area can not meet the increasing material and cultural needs of the peasants while the developing economy in urban area can offer more jobs for migrant workers, thus many young adults in rural area choose to find job outside the village to earn more money. Some of them are seasonal migrant workers who rent a house in cities or live in dormitory units and only come back to live in rural village at busy farming season or important festival which bring the seasonal idle of dwelling. What’s more, some of the peasants have become quasi-urbanization population who have rural household registration but own a house in towns and live there all year around, making their houses in rural area long term idled. Although the houses built in the own homestead of peasants are personal property but the lands are collectively owned, therefore the homesteads can not be normally traded. Residents in cities are officially banned to buy the homesteads with the members belong to the collective economic organizations are allowed. The limited purchasing ability of local peasants makes the trading price of idle homesteads even lower. Also due to the flawed internal transferring system of rural land use right and the absence of efficient transfer lead to the difficulties in transferring and trading. Rural houses, as the material resource of peasant, are excluded from the economy circle and can not be exploited, making large amount of houses in rural area long term idled. In the face of daily increased housing price in cities and rising price of land while idle homesteads and houses in rural area can not be exploited, this not only leads to the waste of lands and houses but also the influence the sustainable development of rural area and new rural construction.For the problems of rural homestead mentioned above, this essay takes Fuzhou as an example to study about how to exploit the idle resource of rural homestead and analyzes the causes of the idleness through field research and description of current situation, on the basis of which analyzes the exploit pattern of idle rural homestead with the reference to foreign experience and pattern. Finally, getting hint from above research to summarize the useful experience for exploiting idle rural homestead to contribute to the solution to wasting problem of it and the increase of peasants’income and steady development of new rural construction.This essay is divided into five parts:First part states the background, significance, content and methodology of this research. Second part reviews the current research situation on this topic home and abroad with the focus on the summary of domestic research:one is research about analysis of current situation of rural homestead; another is research about system and policy on rural homestead. Third part proposes the gathering development and utilization pattern and rural distinctive economy development pattern. Fourth part analyzes the current situation, cause and harm of idle homesteads in Fuzhou rural area. Fifth part focuses on case study and tries to get hint concerning exploit and utilization from it. The last part gives policy suggestions and solutions to exploit and utilization of idle homestead in Fuzhou rural area.
