Abstract/Summary:
During the "14th Five Year Plan" period,China’s elderly population maintained a rapid growth,presenting a situation and characteristics of large scale,deep degree,and fast speed,which has brought enormous challenges to China’s economic,social,political,and cultural development.What is more serious than the nationwide population aging situation is the aging of the rural population.Unlike cities,which have always enjoyed policy preferences and accumulated economic development achievements,China’s rural areas have long lagged behind in infrastructure and public service construction,coupled with a large number of young labor forces migrating to cities,and the elderly care problem for rural left-behind elderly people faces more difficulties and pain points,becoming the main factor restricting the needs of people in rural areas for a better life.This article takes D Town,Jingle County,Shanxi Province as a case study to deeply analyze the elderly care issues of rural left-behind elderly.Due to long-term separation from their children,lack of care and self supporting in their lives,low economic income and a single source of income,coupled with poor medical conditions and lack of recreational activities in rural areas,the rural elderly left behind in D Town live a difficult and low-quality elderly life.The reasons for these pension problems are manifold.Firstly,urbanization has exacerbated the contradiction between supply and demand for rural elderly care,and the "siphon effect" of cities restricts the supply of rural elderly care resources,leading to the backwardness of rural public services and the weakening of family elderly care functions;Secondly,the rural social security system has problems of imperfect development and insufficient capital investment;Thirdly,the primary medical service system is imperfect,professional talents are scarce,and the level of medical service is low;Finally,due to the imperfect institutional mechanism for the integration of elderly care resources and insufficient participation of social forces,the opportunities for rural left-behind elderly to enjoy socialized services are limited.Effectively addressing the issue of providing for the left-behind elderly in rural areas is related to the overall development of the country and the well-being of hundreds of millions of people.Based on the actual work in rural areas,the author summarizes countermeasures and suggestions to take the rural revitalization strategy as an opportunity to solve the plight of rural elderly care:first,the government should face up to the reality of the weakening of the elderly care function of rural families,improve the socialized elderly care service system,and promote the sharing of multiple subjects;Secondly,efforts should be made to improve the rural social security system and consolidate the economic foundation of elderly care services;Thirdly,pay attention to improving the connection between medical care and nursing,and improve the quality of rural medical care services;Finally,it is necessary to build a rich spiritual world for the elderly left behind with rural civilization,guide the elderly to establish a positive concept of aging,and continuously improve their ability to provide for themselves.Through the joint efforts of the government,society,families,and the elderly,the elderly left behind in rural areas can "have a sense of security,a sense of dependency,a sense of happiness,and a sense of security in their old age",and enjoy a dignified and free life in their later years.
