Abstract/Summary:
In recent years,with the accelerated urbanization process in China,the construction market has become increasingly saturated,resulting in a significant decrease in enterprise profits.As representatives of traditional industries,major construction companies have scaled back their operations,streamlined departments,and sought transformation and upgrading.The first priority for these companies is to change their traditional management concepts and use scientific management tools to improve their management level.Performance evaluation,as an important tool for enterprise management,can effectively drive the development of both the company and individual employees,maximize shareholder interests,and ensure the sustainable development of the company.As a Xinjiang-based local construction company,Xinxingda also faces the challenge of transforming and upgrading the company.Performance evaluation is an important aspect of enterprise management,and optimizing the company’s performance evaluation program has become an urgent task for Xinxingda.After analyzing Xinxingda’s current performance evaluation program,this thesis identifies the need for an optimized performance evaluation tool and determines that the Balanced Scorecard is the best option.Through reading relevant literature on the theory of the Balanced Scorecard,as well as conducting on-site interviews and distributing questionnaires to Xinxingda employees,this thesis identifies several issues with the company’s current performance evaluation program,including limited employee-level evaluations,a lack of connection between performance indicators and strategic company goals,and insufficient fairness in departmental evaluations.This thesis focuses on optimizing Xinxingda’s performance evaluation program by using the Balanced Scorecard theory to address these issues.As a comprehensive and scientific performance evaluation tool,the Balanced Scorecard transforms traditional evaluation tools into a means of achieving company goals,promoting internal coordination and improving work efficiency and quality to ensure the realization of company strategic goals.This thesis designs performance indicators for both company and department-level evaluations using the four dimensions of the Balanced Scorecard theory,based on Xinxingda’s strategic goals.After determining the weight of each indicator,this thesis designs company-level and department-level Balanced Scorecards.Finally,this article proposes the application of Xinxingda’s performance evaluation optimization plan.The optimized evaluation program provides a reference for Xinxingda’s management to comprehensively understand the company’s production and operation,laying the foundation for achieving company strategic goals.It creates a good atmosphere for communication and integration among different departments,clarifies the management process,and establishes rules for fair and just evaluation.The significance of this study lies in combining the Balanced Scorecard theory with traditional evaluation programs,retaining the personal evaluation approach in the original program,utilizing the advantages of the Balanced Scorecard to improve departmental evaluation programs,supplementing company-level evaluations,and integrating the company strategic goals with performance evaluation.The new evaluation program can be implemented at both the individual and departmental levels,fully utilizing the advantages of the Balanced Scorecard,providing Xinxingda with a scientific,reasonable,and practical performance evaluation program,and providing reference and ideas for the application of the Balanced Scorecard in other construction enterprises and the combination of the Balanced Scorecard with individual employee evaluation.
