| The rural five-guarantee elderly are a socially disadvantaged group who face great pressure to survive due to their advanced age,low working ability and poor health,etc.It is difficult for them to obtain the basic needs of life on their own,and they must rely on the government to maintain their old age.With the intensification of aging,as a vulnerable group in rural areas,the five guaranteed elderly,their old age problem is even more serious.Therefore,it is important to do a good job in providing for the five guaranteed elderly in rural areas to ensure the survival and living needs of the five guaranteed elderly in rural areas,improve the living standard and quality of life of the five guaranteed elderly in rural areas and improve the rural social security system for the elderly.In this thesis,we use literature research,interviews and questionnaires to investigate the work of the rural five-guarantee elderly in Shuyang County,Jiangsu Province.Through research on the basic living conditions and actual needs of the rural five-guarantee elderly,it was found that the implementation of the rural five-guarantee elderly support system in Shuyang County has problems such as the standard of living security treatment needs to be refined,the standard of five-guarantee support needs to be improved,the policy publicity is not comprehensive enough,it is difficult to audit the five-guarantee recipients,the level of professional services is not high,and the dynamic management is difficult.There are also problems with the supervision and management mechanism.The analysis of the problems in the implementation of the system in Shuyang County suggests countermeasures to improve the system.At the policy level,the first is to refine the standards for the livelihood protection of the elderly;the second is to broaden the sources of funds for the five guarantees.At the implementation level,one is to innovate the form of policy propaganda and increase propaganda efforts;the other is to establish a hierarchical system of responsibility and improve efficiency;the third is to select professional and high-quality talents and increase staff training.At the management level,one is to establish a sound scientific management mechanism;the other is to build a multi-faceted supervision and management mechanism.By improving the work of rural five-guarantee support,the material living needs and spiritual and cultural needs of the rural five-guarantee elderly are guaranteed,the quality of life of the rural five-guarantee elderly is improved,and the process of rural old-age security is accelerated. |
