The relationship between urban and rural areas has always been an important issue of social development,and with the rapid economic development and rapid social progress after the reform and opening up of our country,the big gap between urban and rural areas,the backward development of rural areas and the hollowing out of rural areas have inevitably become serious obstacles to the sustainable development of urban and rural areas in our country,the realization of urban-rural integration is the only way to solve the problem of urban-rural relationship in our country.As the central city of Northeast China,the study of urban-rural integration development in Harbin can not only solve the urban-rural problems of Harbin scientifically and effectively,but also give reference and help to the urban-rural integration in northeast China.Based on the data of Harbin from 2011 to 2020,this paper analyzes the urban-rural integration development in Harbin.First,based on the relevant theories of Comprehensive Evaluation and Harbin's actual situation,a comprehensive evaluation index system for the level of urban-rural integration development in Harbin was established from three aspects:economic,social and spatial,the weights of the selected indicators were calculated using the entropy method,and then the comprehensive level of urban-rural integration development of Harbin city and its nine counties(cities)was calculated.Secondly,the paper analyzes its temporal and spatial development characteristics,and forecasts the urban-rural economic integration,urban-rural social integration and urban-rural spatial integration in Harbin.Finally,according to the problems reflected in the time-space analysis and prediction,some suggestions are put forward.This paper draws the following conclusions from the study of urban-rural integration in Harbin:As one of China ’s key urban agglomerations,with its geographical advantage of being located at the border of multiple countries,the Long Ha Urban Agglomeration has become a window for the opening up of the " Belt and Road " in northern China.Under the background of the new economic normal and regional coordinated development,the northeast region,as China ’s agricultural barrier,has very important strategic significance.The backward rural areas are also the focus of China ’s efforts to consolidate the achievements of poverty alleviation.Therefore,by optimizing the transportation infrastructure,improving the travel conditions of urban and rural residents,and using excellent transportation conditions to promote the flow of urban and rural factors,promote the development of rural industries,realize rural revitalization,and achieve regional coordinated development,it is very important for today’s Northeast China.Therefore,this paper takes 73 cities and counties of Harbin-Changchun urban agglomeration as the research object,and studies their accessibility and economic connection pattern,so as to provide theoretical guidance and decision-making suggestions for urban and rural transportation construction and further economic development of Harbin-Changchun urban agglomeration.Firstly,this paper analyzes the current situation of road network in Harbin-Changchun urban agglomeration and analyzes the problems existing in transportation infrastructure.After that,on the basis of calculating the development level of each county and city,the transit residence time is added to calculate the shortest travel time,and the weighted average travel time model and gravity model are modified.On this basis,the county traffic accessibility and economic connection intensity of Ha-Chang urban agglomeration are measured,and the spatial characteristics of accessibility and economic connection intensity are analyzed by ArcGIS and GeoDa software.Finally,the coupling coordination model of traffic accessibility and total economic linkages is further constructed to analyze the coordination relationship between accessibility and economic systems.Finally come to the conclusion:1.At the county level,the road coverage of the Ha-Chang urban agglomeration reaches 100%,the city is relatively dense,and the road network in the north and east of the urban agglomeration is sparse;only 3 counties(cities)have no highway;the railway part mainly presents the pattern of ’two horizontal and three vertical ’,and some counties and cities in the western part of Heilongjiang Province do not pass the railway;the coverage of high-speed railway is low,and the radiation to rural areas is small.2.The accessibility of the county presents Harbin-Changchun as the two focal points,and their outward gradually decreasing trend,the northwest and southeast of the urban agglomeration are the worst accessibility areas;the accessibility agglomeration characteristics are obvious,mainly ’high-high agglomeration ’ and ’ low-low agglomeration ’.It shows that the transition from high-high agglomeration area to low-low agglomeration area from central area to peripheral boundary area.3.In terms of the intensity of economic ties,the Ha-Chang urban agglomeration has formed a strong highland with the two provincial capitals.The internal economic contact circle of Daqing City,Mudanjiang City and Yanbian Autonomous Prefecture has been initially formed.The space presents a"dry " glyph distribution,and many places are combined into a spatial connection pattern of " two core and three small centers."In terms of the total amount of foreign economic ties,the intensity of foreign economic ties in Harbin-Changchun urban agglomeration presents a multi-center distribution model.The three core areas are characterized by a circle structure that gradually decreases to the periphery.The areas with low intensity of foreign economic ties are concentrated in the northern part of the urban agglomeration,and scattered in the southern part of the urban agglomeration and between the two provinces.4.The coupling coordination degree of accessibility and economic connection strength presents a center-periphery structure.The level of coupling and coordinated development in the northern part of the urban agglomeration lags behind that in the south and the eastern part lags behind that in the west.The vast majority of rural areas in the urban agglomeration are lagging behind in economic ties and accessibility.The transportation infrastructure cannot fully promote the expansion of economic ties,resulting in a waste of transportation resources.Based on the above conclusions,the following suggestions are put forward:from the perspective of actual traffic,it is necessary to add traffic lines to optimize the travel conditions of rural residents;continue to strengthen assistance in backward areas;promote the development of the eastern sub-center and strengthen the east-west connection;break administrative constraints and strengthen urban-rural ties;focusing on rural areas to make up for the shortcomings of economic development,based on the coordinated development of accessibility and economic ties.
