At present,in the outline of the 13 th Five-Year Plan,China regards urban agglomeration as an important area of national main function planning,and puts forward a series of important measures to promote the development of urban agglomeration.Urban agglomeration in our country is the main body in the process of urbanization,it is of great significance to plan the inner spatial structure of urban agglomeration reasonably and effectively to promote the further efficient development of urban agglomeration.In this context,it is of practical significance to study the spatial economic efficiency of urban agglomerations by linking the spatial structure and economic efficiency of urban agglomerations.Therefore,this paper selects the Harbin-Changchun urban agglomeration as a typical As a representative case,the inter-provincial urban agglomeration tries to construct the index system of the spatial economic efficiency of the urban agglomeration and measure its spatial economic efficiency.The research shows that:(1)the spatial structure of Harbin-Changchun urban agglomeration is characterized by more developed road network and more population gathering in Harbin.In the function distribution structure,the secondary industry function in the region is in the dominant position,the primary industry function weakens year by year,but the tertiary industry function does not change obviously in recent years.In terms of scale hierarchy structure,urban agglomeration as a whole presents the characteristics of single-core agglomeration and the scale of central cities in the region is larger than that of surrounding cities.In terms of spatial connection structure,the overall spatial connection of urban agglomerations is closer,and the overall connection degree of the part of Heilongjiang province in the region is better than that of Jilin province.(2)In terms of economic output,the economic status of the region is getting better year by year.The overall economic status of Heilongjiang province is better than that of Jilin province.In terms of economic equilibrium,the economic equilibrium of urban agglomeration is gradually improving,and the overall economic equilibrium degree of the two provinces in the research area is higher thanthat of Heilongjiang province compared with Jilin province.(3)The spatial economic efficiency of the Harbin-Changchun urban agglomeration has undergone two fluctuations in the past ten years.The study found that the close regional contact structure,larger size and center agglomeration situation,increase the second and third industry development,and developed the effects of regional transportation on urban agglomeration spatial economic efficiency is positive,but blindly increase the size of the city without considering its internal regional space contact condition,not suitable for the city of the actual situation of industrial structure transformation and administrative barriers between provinces can bring negative effect to economic efficiency.Based on the problems reflected above,this paper proposes to establish the spatial structure of urban agglomeration with Changchun and Harbin as the core;to strengthen the positive adjustment of the industrial structure of the urban agglomeration;to break down the administrative barriers within the urban agglomeration;to improve the inter-city relations within the region;to adopt talents introduction and increase the training of technical talents in the region;to individualize investment and construction for different development needs of cities in the region.
