Since the reform and opening up,China’s economy has achieved rapid growth for more than40 years.However,as the total economic volume continues to rise,China’s economic development is also faced with problems such as insufficient growth momentum,structural imbalance,increased environmental pollution,and wide income disparity.To this end,the report of the 19 th National Congress of the Communist Party of China clearly indicated that my country’s economy should turn to a period of high-speed increase to a level of high-quality development.As the main agglomeration of population and economic activities,cities have an important influence and even a decisive role in the economic development of the entire region and the country,and are naturally an important spatial carrier for my country to promote high-quality development in all domains.However,so far,most of the theoretical and empirical studies on high-quality development have focused on provincial-level administrative regions or sub-provincial-level cities,and little research has been done on high-quality development in prefecture-level cities.Therefore,little is known about the quality of economic development and the gap between them.In view of this,this paper focuses on 283 cities at the prefecture level and above in my country,and constructs an evaluation index system for urban high-quality development including40 indicators from five dimensions: innovation capability,structural optimization,infrastructure,green development,and people’s livelihood and well-being.The comprehensive evaluation method combining the relative processing method and the coefficient of variation method was adopted to process the data,and the corresponding comprehensive evaluation results were obtained.Then,the change trend and spatial distribution of urban high-quality development are compared and analyzed.The comprehensive evaluation results show that the complex score of high-quality economic development of each city shows a steady upward trend in terms of time.The score rises faster;however,from a spatial point of view,the regional imbalance in the quality of economic development is still very obvious.Most of the cities with higher economic development quality are located in the eastern region,followed by the northeast region,and most cities in the central and western regions.The quality of economic development in China is relatively low;the high-quality economic development of large and medium-sized cities such as municipalities directly under the Central Government and sub-provincial cities is significantly better than that of general prefecture-level cities.To this end,this paper further analyzes the convergence and driving factors of the high-quality economic development of each city.First,the convergence of high-quality urban development was tested by using the σ-convergence and β-convergence models.According to the researching report,whether looking at the country as a whole,or by region and city size,there is no σ-convergence in the high-quality development level of each city,the problem of unbalanced development is very prominent.However,there is a β-convergence in the high-quality development of each city,and the heterogeneity lies only in the slight difference in the speed of convergence.On this basis,this paper further uses the spatial Durbin model to analyze the heterogeneity of the driving factors in different regions and cities of different scales.The empirical results show that there are regional heterogeneity and scale heterogeneity in the impact of variables such as financial scale,industrial structure,government intervention,population density,economic openness,infrastructure investment intensity,and urbanization rate on the high-quality development of urban economy.Finally,in view of the analysis conclusions of this paper,integrated the specific situation of each city,some policy suggestions are proposed on how to better promote the high-quality economic development and regional coordinated development of each city.
