| The report of the 19th Communist Party of China National Congress pointed out that"the socialism with Chinese characteristics has entered a new era." The high quality development of Chinese economy replaces the rapid development of it step by step.It is necessary to establish a modern economic system is to promote high quality development of Chinese economy.The modem economic system is the urgent demand and the strategic goal of China’s development.The city,as the core space and important carrier of regional economic development,bears the burden of economic development.A good city management system,not only can generate positive energy for the sustainable development of the city,s economy and society,it also helps to push the entire economic system to the path of modernization.Hence,how to deqply implement the concept of high-quality economic development into urban space and how to achieve the high-quality development of urban economy has become the mission,vision and goal by so many cities.After nearly 40 years of reform and opening-up,the urban economic development of China has made historic achievements in reform,opening-up,and socialist modernization,it also made significant contributions to the economic and social development of China.The main result including but not limited to the continuous expansion of the economic scale,the gradual optimization of the economic structure,the substantial improvement of the level of independent innovation,the continuous improvement of urban infrastructure,the deepening of opening up.However,the problems brought about by the rapid development are also intensifying.These problems will hinder the high quality development of the urban economy.These problems including but not limited to the traffic congestion,environmental pollution,low level of public service sharing,and insufficient resource utilization efficiency.Therefore,how to deeply get rid of these obstacles and realize the high-quality development of urban economy has become a key proposition for the theoretical and urban government departments.The issue of high-quality development of urban economy is a strategic issue of urban economic development.The traditional urban economic development system always focuses on the increasing rate of total urban economic scale.It means that the higher increasing rate always means the better Urban economic development.However,the traditional economic development model cannot perfectly measure the economic development degree of a city under the new era.The quality of urban economic development should not be limited solely to the increase in economic aggregates.To discuss and measure the quality of urban economic development should not be limited to the increasing rate of economic aggregates,but should pay more attention to the coordination of structure and proportion.It means that the new urban economic development system need to attention to whether the five development concepts of“innovation,eoordination,green,openness and sharing,are truly implemented,A systematic analysis of the theory and practice on the urban economic high quality development level analysis and the evolutionary trend can make a great positive influence on the urban economic development.However,this model does not currently exist.Hence,this dissertation chooses empirical analysis to analysis the spatial difference and convergence of urban economic high quality development to clarify its inherent level of difference and operational trends and to realize the original intention of high-quality development of urban economy.The logic of this dissertation is "the framework of theoretical analysis for the high quality development of urban economy-the effectiveness and challenges of high-quality development of urban economy-analysis of spatial differences in high quality development of urban economy-analysis of spatial convergence of high quality development of urban economy-xperience exploration,basic trends and policy suggestions for high quality development of urban economy".According to the logic,this dissertation gets four conclusions.There are 1)The evaluation results of the new system are highly consistent with the actual situation,2)In most regions,the high level of urban economic development has obvious interdependence in geospatial space,showing the characteristics of agglomeration.3)The convergence type of China’s urban economy is βconvergence and the speed is about 1.5%.and 4)Establishing some recommendations.1)The evaluation results of the new system are highly consistent with the actual situation.First,under the guidance of the strategic method of the five development concepts,the evaluation index system of high-quality development level of urban economy was constructed from five aspects of "innovation,coordination,green,openness and sharing".At the same time,this dissertation chooses entropy method to integrated test the urban economic high quality development situation of 31 China provinces from 2008 to 2017 and make sure the inherent space-time evolution mechanism.It is concluded that from the perspective of the subsystems of high-quality development of urban economy,the levels of innovation,coordination,green,openness and shared development have been steadily improved in 2008-2017,which has played a certain role in promoting the high-quality development of urban economy.Affected by economic factors,innovation development and shared development declined in 2015,while coordinated development and open development also experienced a small decline in 2014,but after a period of adjustment,they have achieved Improvement.At the same time,these five subsystems also show a spatial pattern similar to economic development.The development level in the east is generally higher,while the development in the western region and the northeast region is relatively lagging behind.Judging from the spatial differences in the high-quality development of urban economy,China achieved a steady improvement in the high-quality development level of urban economy in 2008-2017.It generally shows a spatial pattern of"leading in the east,catching up in the central region,lag in the northeast and west,.According to the average value of the high-quality development level of urban economy,it is divided into five levels:lowest-level development stage,lower-level development stage,normal level development stage,higher-level development stage and high-level development stage.Highest-level development stage:Beijing and Shanghai.Higher-level development stage:Guangdong,Jiangsuand Zhejiang.Normal-level development stage:Shandong.Lower-level development stage:Tianjin,Hebei,Liaoning,Anhui,Fujian,Henan,Hubei,Hunan,Sichuan,and Shaanxi.Lowest-level development stage:Shanxi,Inner Mongolia,Jilin,Heilongjiang,Jiangxi,Guangxi,Chongqing,Guizhou,Yunnan,Tibet,and Gansu.2)In most regions,the high level of urban economic development has obvious interdependence in geospatial space,showing the characteristics of agglomeration.Based on the exploratory spatial data model and the Moran’s I index to analyze the spatial autocorrelation and distribution evolution of urban economic quality development,the high-quality development of urban economy has a significant global spatial agglomeration effect in 2008-2017;The Moran’s I index is low,the spatial autocorrelation features are not obvious,the degree of agglomeration is low,and the overall is weakly agglomerated.3)The convergence type of China’s urban economy is p convergence and the speed is about 1.5%.Through the empirical analysis of the spatial convergence of the high-quality development level of urban economy,it is concluded that the high-quality development of China’s urban economy in 2008-2017 does not show obvious a convergence,but there is a certain p convergence,and the convergence speed is about 1.5%.At the same time,it shows a slowing trend with the passage of time;there is a club convergence effect in the regional differences in the high-quality development level of China’s urban economy;The internal Tpi of the four major economic sectors showed a clear convergence trend,and the degree of convergence TBR between the four major sectors showed an evolution from non-equilibrium development to coordinated development.4)Establishing some recommendations.Based on the results of empirical analysis and the experience of domestic typical cities in terms of high-quality economic development,this dissertation researches the basic trends of urban economic quality development.This dissertation establishes some targeted and operability policy recommendations for the quality development of urban economy based on establishing a new development concept,reinforcing the drive for innovation,optimizing the distribution of urban scale,promoting the formation of a new open new pattern and improving the construction of urban public services.Based on "Combination of theoretical analysis and empirical analysis" and"Comparative analysis combined with inductive analysis",this dissertation has already obtained some innovations.Firstly,based on the essence,core characteristics,realistic foundation and internal requirements of urban economic development,explore the theoretical analysis framework for the high-quality development of urban economy,and clarify that the core feature of urban economic quality development is innovation and development,coordinate development,green development,open development and shared development.According to the research of theoretical analysis framework,comprehensively measure the level of high-quality development of China,s urban economy,empirically test its spatial convergence,and clarify its inherent spatial differences and convergence mechanisms.The research of this dissertation is a kind of,Practice innovation under the guidance of theory." In past researches,researchers always pay more attention to the level of urban economic development or the level of high-quality economic development.The theoretical framework for the high-quality development of urban economy has not yet formed a systematic understanding.It is lack of a theoretical guidance and practical understanding on the situation of the actual operation state of high-quality development of urban economy and the situation of spatial difference.Nowadays,the role of urban space continues to increase and the urban economy is gradually receiving attention.Hence,it is necessary to identify regional differences in the high-quality development of urban economy by the guidance of scientific theory to achieve the original intention of achieving high-quality development of urban economy.Secondly,empirically measure the level and eomprehensive level of each subsystem of high-quality development of urban economy,and clarify the spatial differences.The overall spatial pattern is "leading in the east,catching up in the middle,lag in the west and the northeast".According to analysis the spatial autocorrelation and distribution evolution of urban economic quality development,this dissertation can get that there is a significant global spatial agglomeration effect in the high-quality development of urban economy,but the degree of agglomeration is low,and the overall research results of weak agglomeration pattern.It not only has reference significance for the future high-quality development of urban economy,but also has obvious practical and innovative value.In the existing research,researchers pay the less attention to the high-quality development of urban economy.At the same time,the current spatial pattern does not have a scientific understanding,especially the Iack of systematic analysis of the spatial correlation of high-quality development of urban economy.In the future of urban economic operation,it is necessary to figure out the inherent spatial differences and have a clear understanding of the level of spatial agglomeration if governments want to improve the quality of development in all directions.These two points have achieved specific practical guidance value for achieving the overall improvement of the city’s high-quality development level.Thirdly,it is concluded that the high-quality development of China’s urban economy in 2008-2017 does not show obvious a convergence,but there is a certain p convergence and the convergence speed is about 1.5%.At the same time,it shows a slowing trend with the passage of time;there is a club convergence effect in the regional differences in the high-quality development level of China’s urban economy;The internal Tpi of the four major economic sectors showed a clear convergence trend,and the degree of convergence TBR between the four major sectors showed an evolution from non-equilibrium development to coordinated development.This empirical result provides ideas for a reasonable understanding of the operational trends of the high-quality development of China’s urban economy and the development of scientific and effective differential policy recommendations in the future.It is a kind of "Innovation in practice,.In the existing research,there is no comprehensive analysis of the spatial convergence of urban economic quality development.However,the identification of spatial convergeance has important theoretical and practical significance for the sustainable operation and high quality development of urban economy.In the future of urban economic development,further narrowing its spatial difference and focus on improving the quality of urban economy will have a great influence on realizing the high-quality development of urban economy.Hence,this dissertation attempt to establish a more complete theoretical analysis framework,construct a framework which can deepen the Theory of Socialism with Chinese Characteristics in the New Era,enrich the theoretical system of the framework,expand the theoretical application of high-quality economic development and promote the integration of multidisciplinary theories.According to the empirical analysis of the high quality development of urban economy,this dissertation can 1)clarify inherent spatial heterogeneity,spatial correlation and spatial convergence,2)provide an empirical reference for the future development of high quality urban economy and 3)deepening the reform of the institutional mechanism in the urban economy and become an important link in promoting the modernization of state governance. |
