| As China enters the middle and late stages of urbanization,the number of permanent rural residents continues to decrease,resulting in an increasing number of vacant and abandoned rural homesteads.In contrast,the number of homesteads is increasing,forming a reverse development trend of "decreasing rural population and increasing homesteads." This phenomenon leads to issues such as waste,vacancy,and low efficiency in the utilization of rural homesteads,as well as problems like "one household with multiple homesteads" and "excessive la nd occupation." The reform and improvement of the rural homestead management system are urgently needed.Local governments,based on internal and external constraints,tend to maximize overall interests while sacrificing some rights and interests of rural households,overlooking the real needs of farmers in terms of monetary and non-monetary value perception,and the coexistence of low-level and high-level needs.Based on abundant research results and perspectives,combined with practical experience,this study takes the typical pilot and non-pilot areas of paid homestead exit in 7 provinces and 12 counties and cities in China as research areas,using a combination of theoretical analysis and empirical evidence.Drawing on the analysis logic of perceived val ue theory and focusing on the value perception of the current situation and future expectations of rural households,the study constructs a model of the impact of rural household perceived value on homestead exit.The Structural Equation Model(SEM)is used to analyze the influence of rural household perceived value on their willingness to exit homesteads during the process,and to explore the regional differences in the impact of perceived value on the willingness to exit homesteads among various groups of rural households.The study ultimately proposes valuable policy recommendations to provide reference for improving the homestead management system and supporting policy innovation for new urbanization and rural revitalization strategies.The research draw s the following conclusions:(1)Overall,the perceived value of rural households has a significant impact on their willingness to exit homesteads.The perceived policy value and functional value of rural households reflect their current understanding and grasp of homestead-related policies and their dependency on the functions of their currently held homesteads.The perceived experience value and risk value after exiting homesteads in the future reflect the expectations and risks anticipated by rural households.This study confirms that the perceived policy value and functional value affect the future perceived experience value and risk value,ultimately affecting the willingness of rural households to exit homesteads.(2)From the perspective of the internal relationship of perceived value: the perceived policy value and functional value of rural households have a significant impact on their future expected perceived experience value and risk value.Among these,the perceived policy value has no significant influence on future expected perceived experience value but has a suppressive effect on future expected perceived risk value.The perceived functional value has a suppressive effect on future expected perceived experience value and a motivating effect on future expected perceived risk value.(3)From the perspective of perceived value and rural household homestead exit willingness:the perceived value of rural households has a significant impact on their willingness to exit homesteads.Among these,the perceived policy value has no significant influence on homestead exit willingness.The perceived functional value affects the willingness to exit homesteads due to the masking effects of perceived experience value and risk value,indicating that good perceive d experience value in the future can compensate for the loss of homestead functions after exit and increase the willingness to exit homesteads.The perceived experience value has a motivating effect on homestead exit willingness,while the perceived risk v alue has a suppressive effect.(4)There are significant differences in the impact of perceived value on homestead exit willingness among different groups of homesteads.This is mainly reflected in two aspects: on one hand,the four latent variables of rural household perceived value have different.(5)Policy recommendations for rural residential land withdrawal.Based on the research results,this study suggests that local realities and regional characteristics should be taken into account to improve rural households’ understanding of residential land withdrawal policies,weaken their dependence on the functionality of residential land,safeguard their interests in the withdrawal process,reduce the risks they face in the process,enhance their willingness to withdraw,and achieve efficient and intensive use of rural land resources. |
