| The homestead withdrawal policy is a public policy of the government to actively revitalize idle homesteads,improve the efficiency of rural construction land utilization,alleviate the contradiction between urban and rural construction land,and promote the integration of urban and rural development.With the completion of the first round of homestead withdrawal pilot work,the homestead withdrawal policy has achieved certain results in various pilot areas,but it has also exposed problems such as imperfect policies and regulations,imperfect exit mechanisms,and inadequate compensation measures.Most of the existing studies evaluate the scientific content of the homestead withdrawal policy from the macro system level,as well as the objective situation of economic and social benefits after the implementation of the policy,and often ignore the analysis of farmers’ policy satisfaction and farmers’ willingness to withdraw.Farmers are the microscopic subjects of homestead use and the direct decision-makers of homestead withdrawal,which profoundly affects the implementation and operation of homestead withdrawal policies.Objective evaluation and analysis of the homestead withdrawal policy based on the perspective of farmer satisfaction is the key to further improving policy formulation,improving policy implementation methods,and improving policy effectiveness.Based on the in-depth reference to the existing research results,this paper studies the evaluation of the homestead withdrawal policy by farmers according to the theory of public policy evaluation,satisfaction theory and farmer behavior theory,taking Qionglai City,Sichuan Province as an example.This paper first describes the general situation of Qionglai City,analyzes the background of the formulation of the homestead withdrawal policy in the city,and introduces the specific practices of the homestead withdrawal policy in Qionglai City from the aspects of homestead withdrawal mode,policy content,and initial results,and analyzes the willingness of farmers to withdraw from the homestead in the area;Secondly,the evaluation index system of the homestead withdrawal policy based on the perspective of farmers is constructed,the weight of evaluation indicators is set,the evaluation results of farmers’ policies are measured from the overall evaluation and index structure,and the multiple linear regression model is used to analyze the factors affecting the evaluation results of farmers’ policies from the perspectives of individual characteristics,family characteristics,policy characteristics,and village characteristics of farmers;Finally,it provides targeted countermeasures and suggestions for improving the willingness of farmers to withdraw from homestead land and improving the efficiency of policy implementation.The results of the study show that:(1)The willingness of sample farmers to withdraw from homestead land is generally higher.Among them,gender characteristics,education level,physical health,family non-farm income level,social participation,education level of the region to which they belong,social security level,policy trust,policy satisfaction,etc.,significantly affect the willingness of rural households to withdraw from their homes.(2)The sample farmers are basically satisfied with the homestead withdrawal policy.Among them,the evaluation results of the policy content of the farmers are general,the policy implementation process is basically satisfied,and the policy implementation effect is basically satisfied;In the policy content,farmers are basically satisfied with the policy compensation method,and the evaluation results of the policy compensation standard,compensation scope,and supporting measures are general;In the process of policy implementation,farmers have a general supervision and evaluation of compensation funds,and are basically satisfied with respecting their wishes,the timeliness of compensation payment,the confirmation of membership rights,the signing of agreements,and the disclosure of accounts;In the implementation effect of the policy,the evaluation results of the peasant households on the effect of withdrawal to compensate for losses are general,and they are basically satisfied with the lifestyle,living adaptability,construction land management,and access to public infrastructure after the withdrawal.(3)Among the factors affecting the policy evaluation results of the sample farmers,risk preference,credit constraints,policy trust,policy cognition,policy norms,neighborhood relations,and community environment significantly affected their policy evaluation results.Based on the above research results,the following policy recommendations are proposed.First,improving the exit compensation mechanism and building differentiated compensation measures;Second,improving the supporting measures for withdrawal to ensure the safety of the livelihood of peasant households after they leave their homes;Third,increasing policy publicity to improve the awareness of policies related to farmers’ homesteads;Fourth,broaden the channels of policy consultation and fully respect the subjective status of farmers;Fifth,standardize the implementation process of the homestead withdrawal policy and ensure the accurate implementation of the policy. |
