In January 2020,the newly amended Land Management Law clearly stipulates that rural collective business construction land can be directly transferred to the market,changing the past situation that rural land had to be expropriated to become state-owned land before it could enter the market and breaking the legal barriers to the entry of collective operating construction land into the market.Since rural collective management construction land is to circulate in the market in the similar way as the national land,the distribution of land value-added revenue has always been the focus of attention.Properly dealing with the contradiction of interests among the subjects entering the market,coordinating interest relations,and establishing a land value-added revenue distribution mechanism that takes into account the state,the collective and the individual is the most crucial issue in the process of land transfer.Based on this research perspective,the Marxist view of interests is of great significance in analyzing and solving the current social interests and conflicts of interests in China,especially the conflicts of interests that arise in the process of distributing the value-added proceeds from the marketed land for collective management and construction,and systematically summarizing the history of the mechanism of distributing the value-added proceeds from the marketed land through combing the evolution of the Marxist view of interests and the development and innovation of the Chinese version.Based on this perspective,we systematically summarize the historical trajectory of changes in the distribution mechanism of land value-added income from marketed land,explain the applicability and important value of Marx’s rich interest ideas to solve the current problem of income distribution from marketed land in China,and point out the current dilemma of prominent contradictions among subjects of income distribution,low enthusiasm of local governments to participate in marketed land,low transparency of collective internal distribution,and the disadvantageous position of individual farmers with reference to the practice of marketed land in the pilot area of Anhui Province.Deepening into interest analysis,we attribute the problems to inconsistent interest demands,large disparity in benefits,inadequate interest regulation,and lagging interest expression mechanism.In this regard,with the Marxist view of interests as the guiding ideology,we deeply understand and grasp the complex interest contradictions hidden behind the current dilemma of income distribution,and propose countermeasures and suggestions to establish a comprehensive and balanced interest distribution pattern,strengthen the government’s service awareness,improve the interest supervision mechanism and improve the interest expression mechanism.
