The "14th Five-Year Plan" New Urbanization Implementation Plan clearly points out that one of the problems and challenges facing China’s current urbanization development is that the resilience and anti-risk ability of urban development are not strong,and the ability of urban governance needs to be urgently enhanced.Improving urban resilience is an effective way to improve the city’s ability to resist risk governance and promote sustainable urban development,and has become an important symbol of China’s urban transformation to healthy development in the new era.In this regard,the innovative city pilot policy serves as a demonstration carrier and promotion platform for innovation-driven urban sustainable development,plays an important role in urban development transformation,explores the path of sustainable urban development and enhances urban resilience,and provides an important policy guarantee for building a new development pattern of urban governance,promoting high-quality urban development and achieving comprehensive and coordinated sustainable development of cities.Therefore,at this stage,it is of great significance to evaluate the effect and mechanism analysis of innovative urban pilot policies to enhance urban resilience.This paper first sorts out and summarizes the domestic and foreign literature on innovative cities and urban resilience,provides a more systematic overview of Schumpeter’s innovation theory,Porter’s innovation-driven theory,sustainable development theory and urban resilience theory,analyzes the impact mechanism of the innovation-driven process of innovative city pilot policies on urban resilience,selects 22 relatively well-represented data indicators to construct an urban resilience index system,and uses the entropy method to measure the urban resilience level of various cities in different years.After that,using 275 prefecture-level cities in China from 2003 to 2019,the impact of policy implementation on urban resilience was examined by constructing a double differential model,and a series of robustness tests such as PSM-DID,placebo test,and policy interference were used for verification and analysis,and the impact mechanism was analyzed from the three perspectives of technological effect,structural effect and configuration effect generated by innovation,and the heterogeneity effect of pilot policies on urban resilience was analyzed from three aspects: urban location,scale and resource endowment,and further analyzed Considering the spatial spillover effect of urban resilience,the spatial correlation of urban resilience is analyzed by using the spatial Durbin model.Finally,based on the empirical analysis results,this paper puts forward relevant policy suggestions on the promotion of innovative pilot cities in China in the future and the development of urban resilience.The results show that:(1)Innovative city pilot policies can significantly improve urban resilience as a whole,and can enhance urban resilience by promoting regional green technology innovation,economic agglomeration level and total factor productivity.(2)The implementation effect of the innovative city pilot policy is reduced in the eastern,central and western regions,and the promotion effect of the policy on large and medium-sized cities is better than that of small-scale cities,and the upgrading effect of non-resource-based cities is better than that of resource-based cities.(3)Innovative urban pilot policies can improve the resilience level of the region,but there will be an inhibitory effect on the resilience level of neighboring areas,and the policy has a significant negative spillover effect,and there may be a negative "siphon effect".Based on the above conclusions,this paper puts forward the following countermeasures and suggestions: firstly,efforts should be made to continue to promote the pilot construction work,and give full play to the driving role and demonstration effect of innovative urban pilots;secondly,it is necessary to systematically promote innovation-oriented urban’s technological innovation,industrial innovation,market innovation,allocation innovation and organizational innovation to realize the innovation-driven diversified development strategy;thirdly,urban innovation resources needs to be integrated at the city level and innovative development advantages such as urban promotion,geographical location,industrial advantages,and resource stock should be comprehensively utilized;fourthly,it’s essential to improve the innovation-driven institutional mechanism as well as create a healthy and standardized ecological innovation environment to further form a benign interaction mechanism and enhance the ability of sustainable development management.
