In order to adapt to the current fierce market competition and improve and innovate enterprise management means,state-owned construction enterprises have generally established a performance appraisal system to effectively motivate employees to improve work quality and improve enterprise management level.However,at this stage,the enterprise performance appraisal system focuses on the short-term benefits of the enterprise,pays insufficient attention to the development of employees,and does not really unify the enterprise development objectives with the career planning of grass-roots employees,which is not conducive to enhancing the market competitiveness of the enterprise and promoting the healthy and long-term development of the enterpriseThis paper takes the improvement of the performance appraisal of the project grass-roots employees of the seventh company of China Railway 12 th Bureau as the research goal,and mainly uses the methods of literature review,questionnaire survey and on-site interview to investigate and analyze the current situation of the appraisal of the project grass-roots employees.Through the analysis,it is concluded that there are unclear appraisal objectives in the existing performance appraisal process of the enterprise,insufficient attention and understanding of the performance appraisal at all levels of the enterprise,unreasonable setting of performance appraisal indicators The assessment organization is not ideal,and the result feedback and application are not in place.In order to establish a set of performance appraisal scheme for grass-roots employees of the project Department of the seventh company of China Railway 12 th Bureau,through the analysis of the performance appraisal problems of grass-roots employees of the project department,combined with the design objectives of the performance appraisal improvement scheme for grass-roots employees of the project department,this paper puts forward the overall ideas and design principles of the performance appraisal improvement scheme,and from the design of performance appraisal indicators,results generation methods of grass-roots employees of the project department Improve the performance appraisal results of the grass-roots staff in terms of project design and application.In order to ensure the smooth implementation of the improved performance appraisal scheme,this paper improves and perfects the existing performance appraisal mode of the enterprise from the aspects of implementation process and implementation guarantee,and looks forward to the expected effect after the implementation of the improved performance appraisal scheme.It is hoped that the analysis of this paper can provide a set of valuable reference scheme for the improvement of performance appraisal of grass-roots employees in the project Department of the seventh company of China Railway 12 th Bureau,so that the performance appraisal scheme of grass-roots employees in the project department can effectively meet the needs of enterprise development strategy,promote the improvement of employees’ working ability,work performance and organizational loyalty through the improvement of the performance appraisal effect of grass-roots employees in the project department,and promote the healthy and long-term development of the enterprise,At the same time,it can bring some reference value to the relevant research and specific practice of performance appraisal of other state-owned construction enterprises.
