Performance appraisal is an effective means to improve the way of government management.The tax department is the Department responsible for our tax collection and management.As an important part of the government,Performance appraisal is an urgent need for the tax department to develop in the era,improve the quality and efficiency of the work and strengthen the quality of the team.In recent years,the local tax system is playing an important role in building up performance appraisal system,strengthening the work management and personnel management of the land tax department,evaluating and motivating employees by mechanism,enhancing personnel management vitality and performance appraisal system.We can find through the literature that past research mainly studies in performance management of government departments,lack of research literature about the grass-roots tax department performance evaluation,this passage based on the performance appraisal of Yueqing local taxation bureau as the research entry point,to realize the innovation of research perspective,and collecting and statistical data at the same time,this passage by means of theoretical research,adopts the methods of literature research and interviews,analyze the question of existing performance appraisal of basic taxation bureau in China,and through the analysis of specific issues.Study from the perspective of public management to promote the healthy development of Grassroots Tax Bureau performance appraisal,come up with effective methods and advices,for average up the level of tax organization performance appraisal,promoting the transformation of the functions of the tax system.The contents of this paper are as follows:The first part,start from the basic functions of tax system,management system and the actual situation,to elaborate local taxation Performance appraisal system research background and significance;then,briefly introduces the progress of the current domestic and foreign Performance appraisal research;finally,briefly introduces the research ideas and methods of this paper.The second part,elaborate the related concepts of Performance appraisal at first.then,introduce the development process of Performance appraisal in Western governments and China,and emphatically introduce the fundamental state of Performance appraisal in tax system,provide theoretical support for the study of this topic.The third part introduce the present situation of Yueqing Local Taxation Bureau's performance appraisal,and display the active effect of Performance appraisal by the discussion of the three aspects of the institutional setting,Performance appraisal and effectiveness of Yueqing Local Taxation Bureau.The fourth part,according to the physical truth,summarizes the main problems in the Performance appraisal of the local taxation bureau in Yueqing city into four aspects,deviation from the original intention of assessment,serious formalism of performance appraisal,insufficient daily supervision and feedback,and defects in the situation and content of personal performance assessment.Then,analyse various reasons of Performance appraisal problems of Yueqing Local Taxation Bureau according to the relevant logic clues.The fifth part,focus on how to effectively promote the Performance appraisal of the grass-roots local tax system.Based on the practice of the local tax bureau in Yueqing city,the author summarizes and analyzes the issues and causes of the Performance appraisal of the unit,and hopes to bring some reference meaning to the Performance appraisal practice of the local tax system.
