Research On The Impact Of Information Infrastructure On Regional Innovation Quality

Innovation quality reflects the height and level of innovation and reflects the dominance of innovation.High-quality technological innovation is the key to guiding economic development and fostering new economic drivers.With the process of informatization,technological innovation increasingly depends on information technology,which makes information technology play an increasingly important role in innovation and entrepreneurship,and become an important power source for shaping new economic advantages and developing new business forms.The rapid update and iteration of information technology,the rapid development of information infrastructure put forward higher requirements,"new infrastructure" in the tide of information emerged.In this context,it is of great significance to study the impact of information infrastructure on regional innovation activities.The research of this paper aims to better understand the relationship between network information infrastructure construction and regional innovation quality,supplement and perfect the existing research theories,and make contributions to strengthening network infrastructure construction,promoting innovation quality improvement and coordinated development.Based on the panel data of 281 Chinese cities from 2003 to 2018,this paper takes the ‘Broadband China’ policy as a policy impact and uses the multi-period differential(DID)empirical method to investigate the specific effect and mechanism of information infrastructure construction on regional innovation quality.The results show that :(1)broadband network information infrastructure has a significant positive effect on regional innovation quality.(2)The theoretical and empirical results show that the promoting effect is achieved by improving the regional innovation environment such as Internet development level and financial service level,as well as innovation resource agglomeration such as financial support effect and talent agglomeration effect.(3)The effect is different in different regions.Information infrastructure has a significant improvement effect on innovation quality in eastern and central China,especially in central China,but the implementation of the policy cannot improve the innovation quality in western China.(4)Information infrastructure can significantly improve the innovation quality in areas with higher degree of marketization,but cannot promote the innovation quality in cities with lower degree of marketization.Finally,four policy implications are proposed,including increasing investment in information infrastructure construction,optimizing regional distribution of information infrastructure,deepening regional market-oriented reform,and implementing differentiated regional innovation policies.
