In the face of the uncertainty of development and rapid changes in the domestic and foreign environment,innovation ability has become an important part of the national core competitiveness,and network infrastructure has also become the foundation of building a digital power and an important embodiment of national strength.This article selects the panel data of 268 cities between 2008 and 2019 as the foundation,using patent authorization data as indicators of innovation around the city.The paper has takes the "Broadband China" pilot policy as a quasi-natural experiment,and uses a difference-in-differences model to evaluate the innovation-driven effect of information network infrastructure construction.It is found that the strategic construction of "Broadband China" pilot cities has significantly improved the regional innovation ability.In order to further test the stability of the model,robustness analysis is carried out from the following five aspects:parallel trend and dynamic analysis,replacing the innovation measurement index as green patent data,PSM-DID,excluding the influence of other innovative pilot policies implemented in the same period,and eliminating the special sample municipalities.After the above tests,the results are still significant.Then,the heterogeneity analysis is carried out from three perspectives:city level,city location and city scale.It is concluded that cities with higher administrative level and larger scale have higher innovation driving effect,and cities in eastern region also have stronger innovation effect than cities in central and western regions.The above research results show that the "Broadband China" pilot policy has a significant positive impact on urban regional innovation.The research of this paper provides reference and basis for the national strategic decision making of network infrastructure construction and innovation capacity construction.
