Against the backdrop of the continuous overlap of external factors such as counterglobalization and international trade frictions,the domestic market is facing a variety of pressures such as demand contraction,supply shocks and weakening economic expectations.New infrastructure construction led by the new development concept has gradually become a key way to promote China’s high-quality economic and social development,and the current cultivation of high-quality economic development capacity is the key to cope with the uncertainty of the internal and external environment.In order to further accelerate the pace of building a strong information technology,smart cities and digital society,further promote the construction of a new generation of information network infrastructure with 5G as the core,enhance the core capacity of China’s digital economy development,and continue to add new momentum for high-quality economic and social development.The 14 th Five-Year Plan for the Development of the Digital Economy specifies several aspects of information infrastructure construction.By 2025,the number of China’s gigabit broadband network users will increase from 39 million in 2022 to 60 million,the number of active IPv6 users will increase to 800 million,the penetration rate of industrial Internet platform applications will reach 45%,and the value added of industries led by the digital economy will strive to reach more than 10% of GDP.As an important policy tool to promote the development of regional digital economy,what kind of impact does the implementation of information infrastructure construction policy have on the high-quality development of urban economy,whether there are regional differences,what are the mechanisms of action,and the accurate evaluation and identification of the impact effect and play mechanism of information network infrastructure construction policy has gradually become a hot academic issue to which academics,relevant government departments and all walks of life pay attention.In view of this,this paper firstly takes the "Broadband China" pilot policy as a representative,and analyzes the mechanism of the "Broadband China" pilot policy’s effect on high-quality economic development by elaborating the policy background of 120 "Broadband China" demonstration cities in China.Second,based on the panel data of 276prefecture-level cities and above in China from 2003 to 2019,we focus on exploring the impact and heterogeneity of the "broadband China" pilot policy on the quality development of urban economy based on the construction and measurement of the quality development of urban economy.The results show that under the common trend hypothesis,a double difference model was constructed to verify that the "broadband China" pilot policy has significantly contributed to the high quality development level of urban economy,and a series of tests such as PSM-DID,placebo test,and substitution of explanatory variables were conducted to test the conclusion,and finally,the article used the instrumental variables method to alleviate the endogeneity problem and still obtained a consistent conclusion.The heterogeneity analysis groups the sample by city size,geographic location,and innovation level,and shows that the broadband China pilot policy can significantly contribute to highquality economic development in east-central cities with better traditional infrastructure,large and medium-sized cities,and cities with higher innovation capacity,while the policy effect on high-quality economic development in western cities,small cities,and cities with lower innovation capacity is not significant.The mechanism screening shows that the positive impact of the "Broadband China" pilot policy on high-quality economic development is mainly achieved by promoting technological innovation,accumulating human capital and promoting industrial agglomeration.Therefore,this paper puts forward policy recommendations in terms of accelerating technological innovation,accumulating human capital,and accelerating the layout of "new infrastructure" in order to further implement the pilot policy of "broadband China" and maximize the policy effect as much as possible.The pilot cities should be increased in an appropriate and orderly manner,and the model cities should be given priority in developing new businesses and carrying out demonstration projects,so that the pilot areas can be piloted first and explore and accumulate knowledge and experience that can be replicated and implemented in other areas.In the process of policy implementation should pay attention to local conditions,not to engage in "one-size-fits-all" policy,blindly copy the development model of other regions is not desirable,should be based on the different characteristics of the city and its own advantages to develop its own development strategy.Increase the proportion of investment in scientific and technological research and development,pay attention to the training of innovative technical personnel,and ensure the maximum effect of policy implementation,which provide important inspiration for the implementation of the "Broadband China" policy.
