Regional economic growth occupies an important position in national economic growth. The urban agglomeration strategy has been steadily advancing. The overall location advantage of the Greater Bay Area urban agglomeration is significant. As the forefront of China's reform and opening up,the construction of the Guangdong-Hong Kong-Macao Greater Bay Area How exactly economic growth is promoted is a question worthy of further discussion. In this paper, panel data from 21 municipal regions in Guangdong Province from 1994 to 2013 are used as samples.Night light brightness data, which is more objective than the GDP indicator,is used as a variable to measure economic growth. The double difference method is used as a tool for the GuangdongHong Kong-Macao University. The economic performance of relevant policies in the Bay Area is estimated, the effect of policies in different periods, and the impact of the Guangdong-Hong Kong-Macao Greater Bay Area planning on the economic growth of different levels of cities are analyzed, and the rationality of the method is verified. The study found that the state 's development planning for the Guangdong-Hong KongMacao Greater Bay Area urban agglomeration has significantly promoted regional economic growth in the short term, and the promotion effect has weakened in the long term due to policy uncertainty. It is concluded through the heterogeneity test that the effect of policy implementation varies depending on the individual economic strength of the city. This paper also analyzes the effects of relevant policies of the GuangdongHong Kong-Macao Greater Bay Area Plan on the driving factors of economic growth, and finally puts forward corresponding policy recommendations.
