In this era,global trade protectionism is on the rise,and the global economy is in a continuous downturn.European and American countries are actively promoting bilateral investment treaties(BITs),Trans-Pacific Partnership(TPP)and multilateral services trade agreements in order to reshape the new pattern of global free trade and investment,but China’s failure to participate in them has brought great challenges to China,because it has failed to participate in the negotiation,negotiation and game of these new rules.Faced with the complexity and diversity of today’s world,China is striving to promote the country’s economic development to meet the needs of international trade and investment,and achieve sustainable economic development.In2013,the Shanghai Free Trade Zone was officially launched,and now the number of pilot free trade zones in China has grown to 19.At the same time,the report of the19 th National Congress pointed out that China’s economy has shifted from high-speed development to high-quality development.High-quality development has become the fundamental requirement for China to determine development ideas,formulate economic policies and implement macro-control in the current and future period.In this context,based on the actual development of China at this stage,by delving deeply into the historical context,practical rationale,and strategic importance of China’s pilot free trade zones,this paper seeks to gain a deeper comprehension of the effects of the dual circulation pattern on the region’s high-grade development by examining the progress of these pilot free trade zones.The fundamental rationale being to foster China’s superior growth and provide new ideas and directions for the development of the non-autonomous free trade zones.At the same time,as an important strategic measure to revitalize regional development,the pilot free trade zone can provide valuable reference and reference for China’s future free trade zone construction through scientific analysis and summary of the development process of the free trade zone,and at the same time have practical significance for testing the results of the free trade zone construction.This paper delves into the effects of the free trade zone on the high-quality development of the region,and examines the particular elements that contribute to this growth.It provides a comprehensive research outlook for the free trade zone to effectively utilize its policy effect to foster the region’s high-quality development,in light of the dual circulation phenomenon that has recently emerged.Then,the logical framework of this study is as follows: first,by summarizing and summarizing the existing research results and progress of scholars,it is found that there are shortcomings and shortcomings in the current research on the policy effect of the impact of the free trade area on high-quality development;Secondly,the theoretical basis for solving the problem of free trade area at this stage is systematically sorted out,including the theory of endogenous growth of trade,agglomeration effect,spillover effect and headquarters economy.and review the comprehensive evaluation methods commonly used in the world,including principal component analysis method,TOSIS method,comprehensive index method and entropy weight method,and summarize and select the entropy weight method used in this paper.Then,using China’s interprovincial panel data from 1998 to 2020,based on the five development concepts of innovation,coordination,green,openness and sharing,five dimensions are divided,20 secondary indicators are selected to construct a comprehensive evaluation system for regional high-quality development,and the comprehensive index of regional high-quality development level is measured as the explanatory variable in this paper,and finally a multi-period DID regression model is established to explore the impact of the establishment of the free trade zone on regional high-quality development.Through the combing and review of the existing research results,theories and methods,in order to inherit the relevant theories and methods of the construction of the free trade zone,in the process of building a comprehensive evaluation system for regional high-quality development,we can have a clearer understanding of the specific factors that may affect the regional high-quality level.With its unique advantages,the free trade zone has become a strong booster for promoting national economic and social development,a pioneer in China’s integration into the global economy,and an important bridge to achieve sustainable national economic and social development,which is of extremely important strategic significance.Through empirical analysis of the impact of the free trade zone on regional high-quality development,exploring and resolving the connection between the policy effect of a free trade zone and the region’s high-quality development,this policy reference basis offers a useful foundation.Ultimately,it returns to the five main development concepts,offering proposals for the future construction of a free trade zone and the region’s high-quality development from the five perspectives of innovation,coordination,green,openness and sharing.Integrate the layout of the free trade zone into the national opening development strategy,promote a virtuous circle of domestic and foreign development with the help of the high-level opening up practice of the free trade zone,and jointly drive China to a high-quality future.
