Research On The Operation Performance Evaluation Of FPC Industrial Park

In the context of the country’s vigorous promotion of high-quality development,in-depth implementation of the "mass entrepreneurship and innovation" policy,and efforts to improve the development quality of industrial parks,various industrial parks in China are showing a diversified development trend.In July 2020,the State Council issued Several Opinions on Promoting the High Quality Development of National High tech Industrial Development Zones,which put forward clear requirements for the high-quality development of national high-tech industrial parks in the future.As one of the first national high-tech zones approved by the State Council,Hangzhou High tech Zone(Binjiang)has also set development goals.As one of the characteristic industrial parks in Hangzhou Binjiang District,the FPC Industrial Park also needs to comply with the requirements of high-quality development and further improve its own development performance.However,at present,there are still some problems in the park in terms of scientific and technological innovation ability and innovation achievements transformation,especially in the reasonable evaluation of the park’s operation performance,which lacks a scientific evaluation system.Based on this,this paper studies the operation performance evaluation of the focus FPC park.Based on the relevant theories of high-tech industrial park operation and performance evaluation,and on the basis of the research results of domestic and foreign experts and scholars,this paper conducts research from the following aspects: First,it describes the background and significance of the topic,and combs the development process of the research industrial park and maker space and the research results of domestic and foreign scholars in the field of performance evaluation through literature analysis.Secondly,according to the development characteristics of the FPC industrial park,and considering the relevance and availability of data,a performance evaluation index system in line with the park is constructed.Thirdly,the overall economic development of the park is introduced and analyzed based on the development status of the FPC.In the link of establishing indicator weights,the hierarchy of indicators is clarified by using the analytic hierarchy process,and then the indicator weights are determined by constructing a judgment matrix,and the consistency is checked.At the same time,the fuzzy comprehensive evaluation method is used to determine the factor set and comment set,construct a fuzzy evaluation matrix,and comprehensively evaluate and discuss the operation of the FPC industrial park.Finally,according to the analysis results,the problems in the operation process of the park are found,and three suggestions for improvement are put forward.They are: optimize the operation service and continuously improve the competitiveness;Improve innovation ability and promote industrial upgrading;Optimize the industrial structure,promote industrial agglomeration,and provide reference for the high-quality development of the park.By building a performance evaluation index system that conforms to the development characteristics of the FPC Industrial Park,a comprehensive evaluation of the operation performance of the park can not only help the park’s operation management team find out the weak links and make targeted improvements,but also help the park further improve its management and service level,and also provide a reference for the development and performance evaluation of similar high-tech industrial parks.
