Research On The Access Evaluation System Of A Science And Technology Industrial Park

A Technology Industrial Park is located in the Tianzhu Comprehensive Bonded Zone.It is the first airport-type comprehensive bonded zone in China that is integrated with the port and the port.It is a customs-supervised zone that preferentially accepts national policies.Therefore,A Technology Industrial Park enjoys direct supervision of Beijing and enjoys policy priority,which is an important development area of China.However,in the current development of the science and technology industrial park,there are obvious problems.In view of the current lack of strategic overall concept in A Science and Technology Park,only considering short-term development,low barriers to entry,waste of public resources,lack of performance appraisal,and reduced resource conversion rate,it is imperative to create a standardized enterprise access evaluation system for comprehensive evaluation.Enterprises that meet the entry criteria of A Science and Technology Park,identify the development problems of the park,and set up targeted strategies to improve the development system of A Science Park.Therefore,it is necessary to study the issue of enterprise access evaluation in A Science and Technology Park.This paper comprehensively uses literature research method,case analysis method and empirical analysis method to study the related issues of enterprise access evaluation in A technology industrial park.The research contents are as follows:(1)Based on the research of domestic exhibitions and foreign exhibitions,this paper combines the status quo of A Science and Technology Park,and puts forward the evaluation method of enterprise access in A technology industrial park.Based on the research results of the predecessors and the opinions of experts,it is constructed.The preliminary evaluation index system determines the final evaluation index through the expert scoring method.The weight of each indicator is determined by the analytic hierarchy process.(3)According to the relevant data of the same industry as the standard,the relevant quantitative indicators of the 2016 A Science and Technology Industrial Park will be evaluated,and the experts will score the qualitative indicators of the enterprise access system of the 2016 A Science and Technology Industrial Park,combined with the fuzzy evaluation method.An overall evaluation of the enterprise access system.According to the evaluation results,the problems occurred in the operation process of the enterprise access system were analyzed.(3)In view of the problems and shortcomings in the process of enterprise access in the A-Technology Industrial Park,a practical improvement plan was proposed to promote the better development of the A-Tech Industrial Park.The conclusions of this paper are as follows:(1)The first is the lack of strategic overall concept,only considering short-term development,the manager's eyes are too narrow,resulting in some potential enterprises failing to get permission to enter the park;the second is the entry barrier Low,waste of public resources,the area of the science and technology industrial park is limited,only the rational use of public resources can be quickly developed;the third is the lack of performance appraisal,the resource conversion rate is reduced,only a reasonable performance appraisal system can supervise the enterprise And the role of promotion.(2)The influencing factors of the selection of more than 0.08 in this paper are defined as having a significant impact on the enterprise access industrial park,and the influencing factors less than 0.0625 have a slight impact.From the calculation data,C1,C7,C9,C13 and C15 are more obvious for enterprises to enter the industrial park,and others are slightly affected.(3)Conduct an empirical analysis of the enterprise access evaluation of A Technology Industrial Park.Through calculations,it is found that among the 12 enterprises in the A Science and Technology Industrial Park,there is one A-type enterprise,and the enterprise should be given priority to enter the A-tech industrial park;there are 3 B-type enterprises,and their qualifications are good in all aspects.Enter the enterprise.Through the discussion and analysis of the development status of A technology industrial park,this paper proposes to build a multi-level evaluation index system,standardize the entry barrier of the industrial park and adopt a comprehensive and scientific evaluation method.The newly constructed index system effectively solves the problem of the original evaluation system,which not only benefits the healthy and rapid development of the A-tech industrial park,but also provides reference for the development of other science and technology industrial parks,and has certain guiding value.
