With the gradual development of China's industrialization process,a number of areas creat industrial park.Due to the process of producing bringing a large number of pollutants and causing environmental deteriortion,so the industrial environment governance has gone through three stages: the end of governace,clean production and ecological industry.Eco-industry which is based on the theory of circular economy and eco-industry is a kind of closed-loop eco-industrial park and the index system is one of the methods to evaluate the construction of eco-industrial park,which needs to be combined with the local park construction scale,characteristics,etc.It needs to develop appropriate indicators of the system,while the standard value of the indicators should also be updated to meet the new development requirements.The main research methods of this paper are literature research,mathematical statistics,field investigation method and case analysis.By reviewing and collating the related information about the eco-industrial park's index system over the years,the concept and connotation of the eco-industrial park are defined and analyzed according to the basic theory of circular economy,low-carbon economy,sustainable development and cleaner production.According to the theory of buliding the index system,the index system is selected by preliminary choices,creening and testing,and finally the system contains six criteria layers,17 sub-criteria layers and 40 indicators,which include economic operation,environmental improvement,industrial structure optimization,resource utilization,livable environment and park management.The standard values of the indicators are graded and regulate indicators interpretation and calculation formula.The weights of each level are calculated by using analytic hierarchy process(AHP)and combination weighting approach based on the game theory is used to optimize the results of different weights.Taking the Tianjin Port Free Trade Zone as an example,the index datas from 2012 to 2015 are collected.The fuzzy evaluation method is used to measure the completion of the index.The results show that the economic operation,environmental improvement and resource utilization of the park are fine,and the livable environment is general,but the industrial structure optimization is poor.Based on the evaluation results of the park,some suggestions are put forward.
