| It is the basic condition and agricultural condition of large country smallholders,and also the realistic restriction that Chinese agriculture development needs to face for a long time.To promote the high-quality development of agriculture,it is urgent to further improve the efficiency of agricultural production and trading.The report of the 20 th National Congress of the CPC pointed out that we should consolidate and improve the basic rural management system,develop a new type of rural collective economy,develop a new type of agricultural operators and social services,and develop an appropriate scale of agricultural management.It is an effective support for the organic connection between small farmers and modern agriculture to promote the specialized division of labor of agricultural production links through the socialization of agricultural production services and to bring small farmers into it and drive the scale of agricultural services.In practice,we have explored the path of organic connection between small farmers and modern agriculture through agricultural production socialization service.The development of socialized service of agricultural production and the transformation of agricultural modernization supports each other and promote each other.Perfecting the socialized service system of agricultural production plays an important role in the construction of modern agriculture and realizing the organic connection between small farmers and modern agriculture.It is found that the characteristics of the socialized service of agricultural production in China are large total demand,dispersed demand and differentiated demand content,while the characteristics of supply are strong supply capacity,diversified service subject and service content covering the whole industrial chain,but the imbalance between the supply and demand of the socialized service of agricultural production.The development trend of the socialized service of agricultural production is the continuous enhancement of the application level of digital technology,the evolution of multiple forces to complement and cooperation,the main body of the service demand to the smallholder.At the same time,the development of socialized service of agricultural production in China is faced with such practical challenges as contract instability restricting the improvement of service efficiency,unsound service supervision evaluation system restricting the improvement of service quality,low precision of policy support restricting the sustainable development of service subjects and high market access threshold restricting the localized development of service subjects.As a major grain production city and a leading area for the development of socialized agricultural production services,Mianyang City of Sichuan Province has been continuously exploring the development of socialized agricultural production services under the dual drive of market demand and administrative induction,and gradually formed an endogenous and market-oriented sustainable development pattern of socialized agricultural production services.Its exploration of socialized agricultural production services is innovative and representative.For our country agricultural production socialization to serve the development provided new ideas and experience.Based on the actual needs of the development of socialized agricultural production services,this paper takes Mianyang City as an example to deeply analyze the development process,main practices and results of socialized agricultural production services,and summarizes the important institutional innovations of socialized agricultural production services in Mianyang City: The stability of the socialized service contract of agricultural production can be improved by cultivating the "double scale" main body of "service scale + operation scale",the potential crowding out effect on small farmers can be solved by the multi-participation path of collective economic organizations,the dilemma of the single main body of socialized service of agricultural production can be solved by lowering the threshold of market participation,and the short-term socialized service of agricultural production can be alleviated by the incentive mechanism of "reward instead of compensation" To improve the supervision efficiency of agricultural production socialization service with multiple functions of digital information platform.On the basis of case analysis,this paper further studies and puts forward the following four aspects of optimization path: adhere to the adaptation to local conditions and service coverage and quality improvement,enhance the precision of service supply;We should pay equal attention to strengthening collective direct service and promoting diversified cooperation,enhance the integration of service resources,pay equal attention to improving policy linkage and cultivating service market,and enhance the initiative of service leading subjects.Adhere to the typical experience summary and standardized and orderly promotion,enhance the application of service innovation.Therefore,this paper puts forward the following seven policy suggestions: establish the cultivation system of new professional agricultural machine operators,encourage the direct participation of collective economic organizations,build a market-oriented competition mechanism in a larger scope,establish the performance evaluation mechanism of socialized agricultural production service,issue the norms of socialized agricultural production service,integrate the support policies of socialized agricultural production service,and enhance the popularization and application of typical models of socialized service.The innovation of this paper lies in the following aspects:(1)Innovation of research methods: breaking through the previous theoretical studies focusing on the generation and development of socialized agricultural production services and practical studies on industries or part of production links,the paper systematically analyzes practical cases of the development of the pilot area of socialized agricultural services.(2)Innovation of research content: Through the systematic analysis of the innovation experience of Mianyang case,the paper discusses the future innovation direction of the development of socialized service of agricultural production,and holds that multiple participation of collective economic organizations is an important path for the development of socialized service of agricultural production.From the perspective of sustainability,it is considered that the cultivation of "double scale" main body of "service scale management + land scale management" is an important direction for the sustainable development of socialized agricultural production services.It is proposed that the future should rely on the construction of socialized agricultural production service platform to transform the pre-incentive policy of socialized agricultural production service into an on-going incentive. |
