As the product of the interaction and integration of international trade and digital technology, digital trade is becoming an important link of global economic cooperation and openness and plays an important role in the reshaping of production networks and the restructuring of global resource factors. In February 2023,the State Council issued the Plan for the Construction of a Digital China, which pointed out that building a digital China is an important engine for promoting Chinese path to modernization in the current digital era and provides strong support for building new national competitive advantages. This process makes global services more mobile and provides new opportunities for the transformation and upgrading of traditional service trade.Digital service trade emerged as the times require. At present, trade protectionism is on the rise.China’s digital service trade exports still have a gap compared with the trade power, and development opportunities and challenges coexist. As another economic and trade organization that China has applied to join since joining the RCEP,joining the CPTPP will strengthen the communication in the digital service area between China and other member countries, and provide opportunities and development space for the development of China’s digital services trade. This paper aims to explore the influencing factors and the potential index of China’s digital services export to CPTPP other countries and provide suggestions for China to expand the export of digital services trade. This article takes digital service trade between China and CPTPP member countries as the research object.Firstly,it introduces the development status of digital service trade between China and CPTPP member countries. The digital service trade of China and CPTPP member countries in 2011-2021 is selected for measurement.First, the overall development of China and its member countries is studied.Second, the advantages and disadvantages of China and its member countries are analyzed from six industries according to the classification of digital service trade.Third, the competitiveness and complementarity between China and its member countries are analyzed by calculating the competitiveness index TC,RCA and complementarity C index,Lay the foundation for empirical analysis and recommendations in the following article.Secondly, based on the bilateral export data of China’s digital services trade to CPTPP member countries from2014 to 2019,and based on the research focus of digital services trade, this paper empirically analyzes the factors that affect China’s digital services trade exports to CPTPP member countries and export efficiency by constructing a stochastic frontier gravity model and a trade inefficiency model, and concludes that factors such as China’s GDP,target country currency freedom, and ICT development index will promote China’s exports,Factors such as China’s population size, digital service trade restriction index, and intellectual property protection will inhibit China’s exports. The average export efficiency of China to CPTPP member countries is 0.5907,and the fluctuation of export potential value within five years indicates that China’s digital services trade with member countries is currently insufficient, and there is huge development space for trade exports in the future. On this basis, suggestions for China’s export potential to CPTPP member countries are drawn through empirical analysis, and top-level design is linked with a hierarchical classification system,as well as the initiation of a pilot mechanism for free trade zones,to further expand China’s digital service trade exports.
